Called to order at 8:30am by Chairman Rondeau. Motion Blahnik, Good to approve minutes of the July 15, 2009 meeting. Motion Carried. Abeles-Allison provided a summary of current position vacancies and their status including: Part-Time Public Health Nurse-Megan Fredrickson began employment today, Aug 6th. Full-Time Forester-conducting background and reference checks. Disability Benefit Specialist-interviews to take place Aug 13. Part-Time CCO, Jailer, Deputy Sheriff-eligibility lists determined. Resignation of Kaci Lawrence from PT UW Extension Clerical position. Kaci will maintain her PT status in the Health Department. Health utilization is fairly consistent with last year. Year to date –vs- prior YTD and prior year totals reviewed. Motion Blahnik, Kittleson to enter executive session pursuant to Wisconsin Statutes §19.85(1)(c,e) for the purpose of discussion and possible action regarding: Executive Session minutes of the July 15, 2009 Personnel Committee, Employee performance/disciplinary issues, union contract negotiation strategy with WPPA Local 216. Roll Call Vote. All-Yes, Motion Carried. Entered Executive Session at 9:05am. Motion Kittleson, Blahnik to return to open session. Roll Call Vote: All-Yes Returned to open session at 9:30am. WPPA representatives entered the meeting. Representatives included: Paul Paulson, Beth Bichanich, Al Bitz, Ed McKillip, Jennifer Kurrilla. Clarification of ground rules: WPPA request copy of an tape recordings (no tape recordings), no media involvement, keep negotiations to 2 hours or less when possible, each group keep their own notes, Tentative Agreements noted in the minutes by a designated time, set goals for the next meeting prior to leaving each bargaining session. Future negotiation sessions scheduled for Sept 9th and 21st at 9:30am. WPPA provide copies of their initial proposal. See attachment “A”. 1. Credit 50% sick leave earned in excess of max to HRA. 5. Reduce number of deputies and jail officers on flex schedules from 8 to 6. 6. Increase uniform allowances for deputies and jailers. 7. Equipment allowance for ERT members. 8. Supplemental pay for CTO, FTO and DTOs. 9. Educational Incentive. Discussion/clarification of WPPA items including: Union’s 3) Chief Dispatcher would be a working position with additional duties, not a management position. Union’s 9: Educational incentive would be where the county pays for pre-approved enrichment trainings. Employee would not be paid hourly during the trainings and would be required to maintain a B+ or better grade. Union’s 6: Discussion regarding uniform costs. Union’s 5: Flex schedule for Deputies and Jailers: Revised to show 6 officers and jailers would be on flex schedule rather than 8. Union’s 4: HRA contribution of 50% of hours accumulated in excess of the max 120 days. County provided its initial proposal. See attachment “B”. 1. Mandatory Direct Deposit 2. Worker’s Compensation per statute only. 3. Seniority effective with full-time status 4. No more than 1 jailer granted paid leave simultaneously 5. No more than 1 CCO granted paid leave simultaneously 6. 85% employee contribution for health insurance premiums 7. Be on paid leave 12 work days per month to be eligible for county share of health premiums. 8. Universal Health Language. 9. County make employer share of retirement contributions only. 10. Paid Holiday Comp to be paid back upon separation of employment if not earned. 11. Recreation Officer work cycle 12. County may fill vacant shifts with part-time employees. 13. Right of first refusal modification. 14. Vacant shifts created by comp time to be filled at county discretion. 15. Sick leave accumulation at rate of 8 hours per month. 16. Sick leave not to be considered a work shift. 17. 10 years service to receive sick leave payout at retirement. 18a. Move insulin & diabetic supplies to drug card, not medical. 18b. Convert coverages to 90%/80% consistent with other language in the plan. 18c. Implement Preferred Drug Step Therapy Program (PDST) 18d. Implement Retail Refill Allowance Program (RRA) 19e. Implement the My Rx Choices program. Motion Blahnik, Kittleson to adjourn. Motion Carried. Meeting adjourned at 10:55am.
