Minutes of the
Bayfield County Personnel Committee
8:00 am Tuesday, October 13, 2009
Emergency Operations Center (EOC), Annex Building, Washburn WI
Present: John Blahnik, Brett Rondeau, Dee Kittleson, David Good, Absent: Shawn Miller
Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Confidential
Secretary, Attorney Mindy Dale, Elizabeth Skulan-Director of Human Services (9:05), Anita
Haukaas-DHS Family Services Manager (9:07), 9:25am: Rick McGlaughlin-Arbitrator,
Representing AFSCME Local 1731: James Mattson, Craig Parks, Deb Kmetz, Denise Bailey.
Called to order at 8:04am by Chairman Rondeau.
Motion Blahnik, Kittleson to approve minutes of the September 21, 2009 Personnel Committee
Meeting. Motion Carried.
Motion Good, Kittleson to approve minutes of the September 22, 2009 Personnel Committee
Meeting. Motion Carried.
Motion Good, Kittleson to approve minutes of the September 23, 2009 Personnel Committee
Meeting. Motion Carried.
H1N1 Policy: Abeles-Allison explained the current county policy requires documentation from a
physician if an employee is absent more than 3 days. H1N1 Policy will not require
documentation from a physician if H1N1 symptoms are present. Committee discussed whether
the Department Head or County Nurse will make a determination to send an employee home if
exhibiting H1N1 symptoms.
Motion Blahnik, Kittleson to approve the H1N1 policy with modifications being worked on by the
Health Department. Recommended getting input from the unions on the policy as a courtesy.
Motion Carried.
Worker’s Compensation Policy: A handout was provided which reported worker’s
compensation experience. Concerns with the current worker’s compensation carried were
discussed. Representatives from Wisconsin County Mutual will be invited to a future meeting to
review the concerns.
Executive Session: Motion Good, Kittleson to enter executive session pursuant to Wisconsin
§19.85(1)(a, c, e, g) for the purpose of: Approve Executive Session minutes of the September 21,
22, 23 Personnel Committee meetings. Confer with legal counsel regarding existing Grievances.
Union contract negotiation strategy. Discussion/possible action regarding employee
performance and disciplinary issues. Arbitration hearings regarding AFSCME Local 1731
grievances 2008-20 and 2009-02. Roll Call Vote. All-Yes, Motion Carried. Entered Executive
Session at 8:30am. Dale, Abeles-Allison and Kavajecz remained in the executive session.
Motion Blahnik, Good to return to open session. Roll Call Vote: All-Yes Returned to open
session at 3:46pm.
Motion Good, Kittleson to adjourn. Motion Carried. Meeting adjourned at 3:46pm.
