Minutes of the
Bayfield County Personnel Committee
4:00 pm Thursday, February 4, 2010
Emergency Operations Center (EOC), Bayfield County Annex, Washburn WI
Present: John Blahnik, Brett Rondeau, Dee Kittleson, David Good, Shawn Miller
Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Confidential
Secretary, Craig Haukaas-District Attorney, Linda Hardy-Victim/Witness Coordinator
Called to order at 4:05pm by Chairman Rondeau.
Motion Kittleson, Blahnik to approve minutes of the January 7, 2010 Personnel Committee
Meeting. Motion Carried.
Victim/Witness Coordinator II Position: Haukaas and Hardy presented information regarding
the request to create Victim/Witness Coordinator II position in the District Attorney’s office. The
position was not included in the 2010-2012 AFSCME collective bargaining agreement. Hardy
explained that the victim/witness duties make up 75% of her job and that these duties are
reimbursed about 55% from the state. Additional revenues are collected through a restitution
surcharge.
Motion Miller, Blahnik to authorize the County Administrator to develop a revised job
description for this position for the Committee to review at their March meeting. Motion
Carried. Haukaas and Hardy exited the meeting.
Executive Session: Motion Good, Kittleson to enter executive session pursuant to Wisconsin
§19.85(1)(a, c, e, g) for the purpose of approving Executive Session minutes of the January 7,
2010 Personnel Committee meeting, discussion/possible action regarding employee (represented
and non-represented) compensation, performance and disciplinary issues, and discussion and
possible action on grievances. Roll Call Vote. All-Yes, Motion Carried. Entered Executive
Session at 4:27pm.
Motion Good, Kittleson to return to open session. Roll Call Vote: All-Yes. Return to open session
at 5:10pm.
Abeles-Allison provided an update on current personnel changes:
Paul Johanik promoted to Patrol Superintendent
Michael Gustafson posted into Shop Foreman Position
Lead Mechanic position currently posted. Anticipated that a Mechanic will post into this.
Tom Renz promoted to Sergeant in the Sheriff’s Department
Bill Kurtz and Ed McKillip both promoted to Corporal in the Sheriff’s Department.
Rebecca Kruit accepted position of Social Worker, begins Feb 22.
Andy Carter started as Part-Time Jailer.
Interviewing for part-time cooks next week.
Several part-time positions currently being advertised for.
3 Nutritionist applications received. Deadline tomorrow.
Modifications to the Personnel Manual and General Policies and Procedures Manual were

reviewed. Changes incorporate policy modifications that have been made over the recent couple
of years and also incorporates policy specific to non-represented employees.
Motion Good, Blahnik to accept Personnel Policy and General Policy and Procedure Manual
modifications as presented. Motion Carried.
Discussion regarding existing practice of employees taking vacation at the end of their
employment. Consensus of the committee was to continue to allow this practice.
Motion Blahnik, Good to adjourn. Motion Carried. Meeting adjourned at 5:25pm.
