Minutes of the
Bayfield County Personnel Committee
4:00 pm Thursday, March 4, 2010
Emergency Operations Center (EOC), Bayfield County Annex, Washburn WI
Present: John Blahnik, Brett Rondeau, Dee Kittleson, David Good, Shawn Miller
Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Confidential
Secretary, Linda Hardy-Victim/Witness Coordinator, Paul Susienka-Chief Deputy, Kay
Cederberg-Clerk of Court.
Called to order at 4:05pm by Chairman Rondeau.
Motion Blahnik, Kittleson to approve minutes of the February 4, 2010 Personnel Committee
Meeting. Motion Carried.
Executive Session: Motion Miller, Good to enter executive session pursuant to Wisconsin
§19.85(1)(c, e, g) for the purpose of: Approve Executive Session minutes of the February 4, 2010
Personnel Committee meeting; Discussion/possible action regarding employee (represented and
non-represented) compensation, performance and disciplinary issues; Discussion and possible
action on side letter with WPPA collective bargaining unit. Roll Call Vote. All-Yes, Motion
Carried. Entered Executive Session at 4:06pm. Abeles-Allison, Kavajecz and Susienka were
permitted to remain in the closed session.
Motion Blahnik, Miller to return to open session. Roll Call Vote, All-Yes, Motion Carried.
Returned to open session at 4:30pm.
Victim/Witness Coordinator II Position: Committee reviewed the request to create
Victim/Witness Coordinator II position in the District Attorney’s office. Review of revised job
description on discussion of qualifications. The proposal is to create a side letter for
Victim/Witness Coordinator II and place Linda Hardy in the position. The wage level will be
Level 5, Grade 1. Suggestion was made by Good to modify the qualifications for the position to
include proficiency as well as experience using TIME and DA Protect. Abeles-Allison will
revise the job description and draft a side letter to be reviewed at the next meeting.
Elected Official Wages: County Clerk, County Treasurer and Register of Deed wages have
already been set through 2012. Sheriff and Clerk of Court will need to be set by May for the next
4-year term. Typically in the past, the Sheriff wages have been equal to the County Clerk and
the Clerk of Court wage has been equal to the Treasurer and Register of Deeds. Committee
requested wage comparables of other counties for these positions. Discussion was had regarding
interpretation of “compensation” to be set. Debate is happening around the state as to whether
benefits must also be set in addition to wages for the 4-year term. An opinion has been requested
from the Attorney General. Further discussion will take place at the next meeting.
