Minutes of the
Bayfield County Personnel Committee
4:00 pm Thursday, April 1, 2010
Emergency Operations Center (EOC), Bayfield County Annex, Washburn WI
Present: John Blahnik, Brett Rondeau, Dee Kittleson, David Good, Shawn Miller
Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Confidential
Secretary, Kenneth Jardine, Anita Haukaas, Elizabeth Skulan, Atty Mindy Dale, Jim Mattson,
Craig Parks, Deb Kmetz, Denise Bailey, Linda Hardy, Patricia Olson.
Called to order at 4:00pm by Chairman Rondeau.
Motion Blahnik, Miller to approve minutes of the March 4, 2010 Personnel Committee Meeting.
Motion Carried.
Executive Session: Motion Blahnik, Miller to enter executive session pursuant to Wisconsin
pursuant to Wisconsin Statutes §19.85(1)(c, e, g) for the purpose of: Approve Executive Session
minutes of the March 4, 2010 Personnel Committee meeting; Conduct Step 2 grievance hearing
regarding AFSCME grievance 2010-01; Discussion/possible action regarding employee
(represented and non-represented) compensation, performance and disciplinary issues. Roll
Call Vote. All-Yes, Motion Carried. Entered Executive Session at 4:06pm. Abeles-Allison,
Kavajecz, Jardine, Haukaas, Skulan, Dale, Mattson, Parks, Kmetz, and Bailey were permitted to
remain in the closed session.
Motion Good, Blahnik to return to open session. Roll Call Vote, All-Yes, Motion Carried.
Returned to open session at 5:30pm.
Additional Hours for Part Time Employee in Register of Deeds Office: Olson requested that
the part-time employee in her department be granted additional hours to cover vacation and sick
time in the department. Estimated 112 additional hours per year. Impact on benefits was
discussed. Part-time benefits are based on the % of time worked in the previous year. Cost for
additional hours is estimated at $2100 the first year for wages and fringe benefits.
Motion Miller, Blahnik to authorize up to an additional 112 hours per year for the part-time
employee, Amy Mainguth, in the Register of Deeds office. Motion Carried.
Olson exited the meeting at this time.
Elected Official Wages: Abeles-Allison provided a handout of history of elected official wages
in the county. Clerk of Court, Sheriff and Coroner elections will take place this fall. Wages need
to be set for the 4-year terms prior to the end of May. Comparables from other counties were
reviewed. Brief discussion took place regarding whether the compensation should include wages
only or also include fringe benefits. No action was taken on this item.
Employment Policy: Discussion took place regarding whether employees should be allowed to
utilize vacation at the end of their employment.
