Minutes of the
Bayfield County Personnel Committee
4:00 pm Thursday, October 7, 2010
Emergency Operations Center (EOC), Bayfield County Annex, Washburn WI
Present: Brett Rondeau, Dee Kittleson, Shawn Miller, William Bussey, Beth Meyers
Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Confidential
Secretary, John Bennett, Craig Parks, Ben Dufford
Called to order at 4:00pm by Rondeau.
Motion Kittleson, Miller to approve minutes of the September 2, 2010 Personnel Committee
Meeting. Motion Carried.
Motion Kittleson, Rondeau to receive and place on file notes of the September 29, 2010
Personnel Committee meeting. Motion Carried.
Parks and Dufford were invited to provide any comments before the committee goes into closed
session. Parks reported that the two Step 2 Grievance hearings scheduled for this meeting have
been postponed until November. Deb Kmetz and Jim Mattson had other conflicts. A potential
side letter with AJ VanBeest will be considered at this meeting and is expected to be approved
by the union in the near future. Dufford stated he was only in attendance to listen and gather
information about the staffing of the Land Conservation Department. Parks and Dufford exited
the meeting at 4:06pm.
Motion Bussey, Miller to enter in and out of Executive Session pursuant to Wisconsin Statutes
§19.85(1)(a, c, e) for the purpose of: Discussion and possible action regarding approval of
Executive Session Minutes of the September 2 and September 29 Personnel Committee meetings.
Step 2 hearings regarding AFSCME Local 1731 grievances: 2010-1001 and 08-10.
Discussion/possible action regarding union issues and sideletters. Discussion/possible action
regarding employee compensation and performance. Roll Call Vote : All-Yes Entered Executive
Session at 4:06pm. Abeles-Allison, Kavajecz and Bennett were invited to remain in the
Executive Session.
Motion Miller, Kittleson to return to open session. Motion Carried. Returned to open session at
6:00pm.
Committee discussed possibly bidding out health insurance.
Motion Miller, Kacvinsky to authorize Abeles-Allison to look into bidding out health insurance
and to report back to the committee at the next meeting.
Next meeting is scheduled for November 17 at 4:00pm. If this date does not work for AFSCME
representatives, November 8th was provided as an alternate date.
Meeting Adjourned at 6:05pm.
