HomeMy WebLinkAboutPersonnel Committee - Minutes - 4/7/2011L:\COMMITTEES AND BOARDS\PERSONNEL COMMITTEE\2011\Personnel Committee Minutes 040711.doc 1 | P a g e Minutes of the Bayfield County Personnel Committee 4:00 pm Thursday, April 7, 2011 Emergency Operations Center (EOC), Bayfield County Annex, Washburn WI Present: Brett Rondeau, Dee Kittleson, Shawn Miller, William Bussey Excused: Beth Meyers Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Confidential Secretary, John Bennett, Paul Susienka-Chief Deputy, Scott Fibert-County Clerk, Kay Cederber- Clerk of Court, Patricia Olson-Register of Deeds Called to order at 4:00pm by Rondeau. Motion Kittleson, Miller to approve minutes of the March 3, 2011 Personnel Committee Meeting. Motion Carried. Sick Leave Pay-out for Elected Officials: Abeles-Allison summarized the discussions to date on this topic. Employees are currently authorized 50% payout of unused sick leave upon retirement. The committee reviewed a summary of policies that other counties have implemented and discussed options for a written policy. Motion Miller, Bussey to honor the letters that have been issued to Scott Fibert, Paul Susienka, Kay Cederberg, and Patricia Olson, which clarify that upon retirement (as defined by WRS) from their elective positions they shall receive payout of 50% of the identified sick leave accumulation, at the wage that was in effect at the time the individual left county employment for elective office. Motion Carried with Kittleson abstaining. Motion Miller, Bussey that effective immediately, employees who subsequently become Bayfield County elected officials, unless at an age eligible to retire at the time of election, shall not be eligible for sick leave payout. 2-Yes, 2-No. Motion Failed. Motion Rondeau, Bussey to authorize the County Administrator to provide additional options for a policy for future discussion. Motion Carried. Fibert, Cederberg, and Olson exited the meeting at this time. Consensus of the committee was to move item 7 up on the agenda to attend to items related to the Sheriff’s Department. Motion Miller, Kittleson to enter in and out of Executive Session pursuant to Wisconsin Statutes §19.85(1)(c, e, f) for the purpose of discussion and possible action regarding approval of Executive Session Minutes of the March 3, 2011 Personnel Committee meeting; discussion/possible action regarding union issues and side letters; discussion/possible action regarding union grievances and preparation for arbitration hearing; and discussion and possible action regarding employment and compensation. Roll Call Vote : All-Yes Entered Executive Session at 4:45pm. Susienka, Kavajecz, Abeles-Allison and Bennett were permitted to remain in the executive session. Returned to open session at 5:20pm. Discussion was held regarding the impact of the budget repair bill and proposed state budget with regard to Jail and Jail Administration, specifically with regard to protective service retirement contributions. The legislation states specific categories of employees that are eligible for protective retirement contributions. Discussion centered around the upcoming vacancy of the Jail Administrator. Consensus of the committee was to advertise the position as a non-protective category position. Susienka exited the meeting at this time. The committee reviewed the handout identifying the health insurance rates before and after the deductibles were doubled. Abeles-Allison reported that the county has entered an agreement with the Wisconsin County Mutual Insurance Company to work collaboratively with other counties to develop revised Personnel Policies and Procedures as a result of the Budget Repair Bill requirements. Abeles-Allison reported that he and Scott Fibert attended a presentation sponsored by the Wisconsin Counties Association regarding the impact of the Budget Repair Bill. Staffing Updates: Marilyn Jaeger of the Zoning Department, Karen Guski in Human Services, and Jackie Cadotte in Child Support have announced their retirements. The Child Support position has been posted internally. Meeting adjourned at 5:55pm.
