Minutes of the
Bayfield County Personnel Committee
4:00 pm Thursday, May 5, 2011
Emergency Operations Center (EOC), Bayfield County Annex, Washburn WI
Present: Brett Rondeau, Dee Kittleson, Shawn Miller, William Bussey, Beth Meyers
Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Confidential
Secretary, John Bennett, Attorney Dan Borowski
Called to order at 4:00pm by Rondeau.
Motion Bussey, Kittleson to approve minutes of the April 7, 2011 Personnel Committee Meeting.
Motion Carried.
Abeles-Allison introduced Attorney Dan Borowski, with the PhillipsBorowski, S.C. law firm.
Borowski joined the meeting via Skype internet connection. He explained that his firm has been
retained by the Wisconsin Counties Association to assist interested counties (42 currently) with
policy modifications resulting from the state budget repair bill and proposed state budget. He
explained that Bayfield County labor contracts are in place through December 31, 2012, but that
policy affecting non-represented employees needs to be in place within 4 months of the state
budget/repair becoming effective. The primary task is to develop a grievance policy/procedure.
Discussion took place regarding formation of a transition team consisting of County Board
members, to develop the necessary policies/procedures. Transition team meetings would be held
in open session. Rondeau suggested that an Ad Hoc Transition Committee be formed, and that
the County Board Chairman, Personnel Committee Chairman, County Administrator and two to
three additional County Board Supervisors be appointed to the committee. The consensus of the
committee was to recommend to Chairman Kacvinsky to appointment a transition committee
separate from the Personnel Committee.
Staffing Update: Child Support Assistant, Jackie Cadotte retired and former Victim/Witness
Coordinator Linda Hardy has posted into the Child Support position. The vacant Victim/Witness
Coordinator position is currently posted internally. There were no internal postings for the
Social Worker position. Applications are currently being reviewed. A probationary Deputy
Sheriff was terminated. Matt Leino was hired as full-time Deputy Sheriff. Abeles-Allison
reviewed the current hierarchy in the Sheriff’s Department: Sheriff Paul Susienka, Chief Deputy
Dan Clark, Lieutenants Paul Paulson and Bryan Paulsen. Jail Administrator Larry Weber is
retiring. Zoning Department Clerk I, Marilyn Jaeger has retired. The position will be replaced
with a 50% time position (70% in summer, 30% in winter). Brief discussion took place regarding
the staffing needs in the Planning & Zoning Department.
Committee members requested that county vehicle use and Zoning Department Staffing levels be
placed on the next Personnel Agenda for discussion. Zoning Administrator Karl Kastrosky will
be invited to provide justification for the staffing needs.
Veteran’s Service Officer and Jail Administrator job descriptions were reviewed. Both positions
are currently being advertised.
Abeles-Allison reported that he met recently with a Health Insurance provider and intends to bid

out the health insurance earlier this year. Wellness activities are still very active.
Motion Kittleson, Miller to enter in and out of Executive Session pursuant to Wisconsin Statutes
§19.85(1)(c, e, f) for the purpose of discussion and possible action regarding approval of
Executive Session Minutes of the April 7, 2011 Personnel Committee meeting;
discussion/possible action regarding union grievances and preparation for arbitration hearing;
and discussion and possible action regarding employment and compensation including
reclassifications. Roll Call Vote : All-Yes Entered Executive Session at 5:35pm. Kavajecz,
Abeles-Allison and Bennett were permitted to remain in the executive session.
Motion Meyers, Miller to return to open session. Motion Carried. Returned to open session at
5:55pm.
Meeting adjourned at 5:55pm.
Kittleson and Bussey both stated they would not be available for the June 2 Personnel
Committee meeting.
