Minutes of the
Bayfield County Personnel Committee
4:00 pm Thursday, June 2, 2011
Emergency Operations Center (EOC), Bayfield County Annex, Washburn WI
Present: Brett Rondeau, Shawn Miller
Excused: Dee Kittleson, William Bussey, Beth Meyers
Others Present: Mark Abeles-Allison-County Administrator, Karl Kastrosky, Planning & Zoning
Administrator, Kristine Kavajecz-Confidential Secretary, John Bennett
Called to order at 4:00pm by Rondeau. It was noted that a quorum was not present. Items would
be discussed, however, no action to be taken.
Planning & Zoning: Abeles-Allison explained that approximately 400 permits/year require on-
site inspections. The Zoning office has 4 satellite offices. A survey of other counties in the state
revealed that one (other than Bayfield County) allows staff to take county vehicles home at night.
A new policy was implemented in 2010, whereas Wednesday is an office day for the department.
Kastrosky reviewed scenarios related to inspections, staff and satellite locations in the county.
Abeles-Allison reviewed IRS regulations with regard to vehicles that are used for commuting
and explained that a new policy would need to be implemented if the current policy allowing
vehicles to be taken home remains in place. Kastrosky stated that a few issues have been
identified with regard to the vehicle use and suggested adding placards to the vehicles and
possibly only allow the vehicles to be taken home during the summer months.
Kastrosky reported that the previous 74% time position is being replaced with a 50% time
position (70% summer, 30% winter). He also reported that the contract for sanitary permit
reviews has ended as well as contracted grant assistance. The committee inquired about how
much time is dedicated to NR115.
Wellness: Abeles-Allison explained that the wellness program promotes positive morale. He
provided a list of activities related to the wellness program, including: Bike challenge, brown bag
lunches, elliptical, Superior Health Center, blood pressure clinics, cookbooks, etc. The GHT
provides a wellness grant that covered the cost of the program, including the nurse.
Health Insurance: Health Insurance will be bid out in June, with an August deadline. RFP that
was used in 2010 was included in the meeting packet. Discussed retiree coverage and options
that other counties currently utilize with regard to plan design.
Transition Committee: Committee has been appointed by the County Board. Committee will be
meeting in the next 2 weeks, possibly June 16 at 3:00pm.
Staffing: Abeles-Allison reviewed a list of staffing changes that have taken place in the recent
month.
Reclassifications: Handouts were provided. Requests will be reviewed in July.
Grievance hearing is scheduled for June 23. Personnel will be meet 1 hour prior to the hearing.

Confidentiality of Executive Session content was reviewed. It was suggested that this topic be
added to a County Board Agenda for review by all Board members.
