HomeMy WebLinkAboutPersonnel Committee - Minutes - 7/11/2011L:\COMMITTEES AND BOARDS\PERSONNEL COMMITTEE\2011\Personnel Committee Minutes 070711.doc 1 | P a g e Minutes of the Bayfield County Personnel Committee 4:00 pm Thursday, July 11, 2011 Emergency Operations Center (EOC), Bayfield County Annex, Washburn WI Present: Brett Rondeau, Shawn Miller, Dee Kittleson, William Bussey, Beth Meyers Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Confidential Secretary Called to order at 4:00pm by Rondeau. Motion Kittleson, Meyers to approve minutes of the May 5, 2011 Personnel Committee meeting. Motion Carried. Motion Miller, Meyers to approve minutes of the June 2, 2011 Personnel Committee meeting. Motion Carried. Staffing: Abeles-Allison reviewed a list of staffing changes that have taken place in the recent month. Mileage Rate/Vehicle Policy: Abeles-Allison reviewed the various departments that currently have employees that take fleet vehicles home with them and what the vehicles are used for. Committee reviewed the IRS guidelines for personal use, including commuting purposes. A draft vehicle use policy was reviewed. County’s auditor has notified the county that the IRS mileage rate has increased to .55/mile. Consensus of the committee is to keep the mileage reimbursement rate at .51/mile. Reclassification Policy: Personnel policy and AFSCME contract language regarding reclassifications were reviewed. Recommendation was made to ask Attorney Borowski what other counties are doing with regard to reclassifications. Committee discussed appropriate staffing levels within departments with regard to position classifications. Discussed the potential for establishing a step system based on merit with numerous steps to work in conjunction with cost of living increases. Motion Kittleson, Bussey to remove the last sentence of Item 5 of the Personnel Policy with regard to reclassifications and forward the revised policy to the County Board for approval if necessary. Motion Carried. The last sentence of Item 5 reads: In any case, lack of funds will not be the reason for failing to approve the reclassification request. Abeles-Allison reviewed the ordinance with regard to the Personnel Committee and it was determined that the committee has the authority to modify the policy. Executive Session: Motion Miller, Meyers to enter in and out of Executive Session pursuant to Wisconsin Statutes §19.85(1)(c, e, f) for the purpose of Discussion and possible action regarding approval of Executive Session Minutes of the May 5, 2011 Personnel Committee meeting; Discussion/possible action regarding union grievances and preparation for arbitration hearing; L:\COMMITTEES AND BOARDS\PERSONNEL COMMITTEE\2011\Personnel Committee Minutes 070711.doc 2 | P a g e Discussion and Possible Action Regarding Litigation regarding workplace injury; Discussion and possible action regarding employment and compensation including reclassifications. Roll Call Vote: All-Yes, Entered Executive Session at 5:15pm. Motion Bussey, Kittleson to return to open session. Motion Carried. Returned to open session at 6:08pm. Reclassifications: Motion Miller, Meyers to reaffirm the decision made in executive session, which was to deny all reclassification requests. Motion Carried. Correspondence: Handout was provided of a letter received from a majority of County Elected Officials regarding compensation. Motion Meyers, Kittleson to receive the letter and place on file. Motion Carried. Meeting adjourned at 6:15pm. Next meeting scheduled for the first Thursday in August.
