Minutes of the
Bayfield County Personnel Committee
4:00 pm Thursday, August 4, 2011
Emergency Operations Center (EOC), Bayfield County Annex, Washburn WI
Present: Brett Rondeau, Shawn Miller, Dee Kittleson, Beth Meyers
Excused: William Bussey
Others Present: Mark Abeles-Allison-County Administrator
Called to order at 4:00pm by Chairman Rondeau.
Motion Miller, Kittleson to approve minutes of the July 7, 2011 Personnel Committee meeting.
Motion Carried.
Staffing: Abeles-Allison reviewed a list of staffing changes that have taken place in the recent
month. A discussion was also held regarding the potential staffing possibilities, pending the
outcome of the 2012 budget. Several expressed concern and distaste for layoffs. The Committee
discussed alternatives including making decisions on staffing levels for individual departments,
then when vacancies occur, reducing staffing levels in those departments, with the idea that
employees could bump to fill vacancies.
Reclassification Policy: Reviewed proposed modification to the reclassification policy
clarifying that an employee must be in a specific pay level for 24 months before they may
request a reclassification.
Motion Meyers, Kittleson to approve the revised reclassification policy. Motion Carried.
Mileage Rate/Vehicle Policy: General discussion regarding the vehicle use/mileage
reimbursement policy. Consensus of the committee was to implement a policy disallow use of
vehicles for commuting purposes. The County Administrator was directed to implement the
program but to provide flexibility as allowed per IRS guidelines as it relates to de-minimus
employee usage.
Health Insurance/2012 Budget: Discussed health insurance proposal process and feedback to
date. Two brokers are assisting the county in securing alternate bids proposals. In addition the
county is researching the State Health Plan.
The Committee reviewed roll over provisions for the Bayfield County HRA program for non-
represented employees. Concern was raised that the current roll-over could create incentives for
employees to stay on the plan. The current 85% roll over is equivalent to the 10% county
contribution.
AFSCME roll-over provisions were currently 50%.
Motion Miller, Meyers to reduce the roll-over of eligible unused HRA funds in 2012 to 50%
(from 85%) for non-represented employees. Motion Carried. This policy would not affect the
current year, only the 2012 year and the carryover that is determined in 2013.

WI Act 10 and WI Act 32: Abeles-Allison reported that the state has provided some
clarification on who is to contribute the employee share of WRS contributions, when they are to
begin contributing them, and exceptions. New employees have begun contributing the employee
share and non-represented employees will begin making contributions at the end of August.
A counsel opinion regarding elected officials paying the employee share of WRS contributions
was reviewed. It was noted that several other counties had made the decision not to deduct WRS
employee share until the officials current term had ended. The Committee confirmed their
direction to follow counsel advice to have elected officials pay the employee share of WRS.
Merit Pay System: The Committee reviewed the Merit Pay handouts prepared for the BRB
discussions. Shawno County has a system in place for non-represented employees. The system
is connected to the employee evaluation process.
Motion Meyers, Kittleson to explore the implementation of a merit pay system in 2012. Motion
Carried.
No executive session was held.
