Minutes of the
Bayfield County Personnel Committee
4:00 pm Thursday, November 3, 2011

Motion by Miller, Bussey to approve minutes of the October 6, 2011 Personnel Committee
meeting. Motion Carried.
Transition Committee Report: Abeles-Allison reported that the Transition Committee will
meet again on November 16. Goal of the committee is to have revised Personnel Policies and
Administrative Manuals in place by January 1, 2012. Department Heads have expressed concern
with any changes to sick leave payout on retirement. Attorney Borowski and Abeles-Allison
have been asked to provide options with regard to employee benefits at the November 16
meeting.
Health Insurance Proposals:
Abeles-Allison reviewed a summary of differences between the GHT plan and the Security
Health Plan. Feedback from references for Security Health Plan were shared. Health Security
Representative Paul Morning explained the SHP proposal, which includes a Point of Service
(POS) and Health Maintenance Organization (HMO) plan option. He clarified there is no waiting
period for services and an amendment would be drafted to mirror the GHT language with regard
to oral surgery and replacement of natural teeth. The plan reflects a 2.5% increase over current
premiums and includes a maximum not to exceed (NTE) premium increase in 2013 of 13% to
15%. Premiums for Medicare supplemental coverage would be approximately ½ of the current
plan premiums. Employees would have the option to switch between HMO and POS during
annual open enrollment periods.
It was noted that the GHT currently offers Cobra services as part of the plan, whereas SHP
would charge an additional fee for this service. The annual cost is estimated at $1400 annually.
GHT has also offered an annual wellness grant. SHP has health educators on staff that will work
with the county on wellness initiatives.
The committee reviewed the language in the WPPA and AFSCME union contracts to ensure that
a change of providers was allowable. It was noted that both unions were provided copies of the
draft plan document and provided input on specific coverage items.
It was also noted that the current side letter with both unions allowing for a 1-year high
deductible plan, offset by county paid HRA dollars will expire on 12/31/2011. Unions are
hesitant to extend the side letter due to legislative issues. It is financially beneficial to both the
employer and employees to continue the high deductible plan. Abeles-Allison will issue a letter
to the unions extending the HRA/high deductible plan.

Motion Miller, Bussey to accept the proposal from Security Health Plan with RJF Agency as
broker, and to begin offering both the POS and HMO plan options on January 1, 2012. Motion
Carried.
Staffing Review/Prioritization:
Planning & Zoning Administrator, Karl Kastrosky discussed the potential in the future to utilize
technology in his department to reduce the amount of fieldwork necessary. He reviewed the
duties of each current staff person. The trend in the department is an increase in the amount of
enforcement time. Permit statistics were reviewed. Kastrosky sees the potential for combining
the Planning & Zoning Department with the Land Records Department in the future with proper
planning and tools. He emphasized this is big picture, out of the box thinking, something to
consider, not a recommendation.
Kastrosky explained that recently hired part-time employee Krystal Hagstrom was hired at 50%
time. She works 70% in the summer and 30% in the winter. He proposes to adjust her hours so
that during the winter she has enough income to offset her cost of health insurance. As it stands,
she may be required to pay a portion of health insurance premiums to the county in addition to
her wage during the winter months. The committee discussed the need to staff based on
department work load. Abeles-Allison to work with Kastrosky on this issue.
Worker’s Compensation Insurance: Wisconsin County Mutual Insurance is Bayfield County’s
current carrier. Abeles-Allison recommended getting quotes from other providers. Discussion
regarding worker’s comp. The rating will be the same regardless of carrier. The difference is
what the company provides as dividends.
Motion Bussey, Meyers to authorize Abeles-Allison to seek proposals for worker’s compensation
insurance. Motion Carried.
2012 Non-Represented Employee Wages:
Abeles-Allison reported that a 2% wage increase was bargained for represented employees in
2012. Committee discussed the impact of policy changes on non-represented employees.
Motion Meyers, Miller to recommend a 2% wage increase for non-represented employees in
2012 and to forward to the full County Board for consideration. Discussion.
Motion Bussey, Meyers to amend the motion to reflect a 2.2% wage increase. Motion Carried.
Vote on the original motion as amended: Motion Carried.
