HomeMy WebLinkAboutPersonnel Committee - Minutes - 2/2/2012L:\COMMITTEES AND BOARDS\PERSONNEL COMMITTEE\2012\Personnel Committee Minutes 020212.doc 1 | P a g e Minutes of the Bayfield County Personnel Committee 4:00 pm Thursday, February 2, 2012 Emergency Operations Center (EOC), Bayfield County Annex, Washburn WI Present: William Bussey, Brett Rondeau, Shawn Miller, Dee Kittleson Excused: Beth Meyers Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Confidential Secretary, Dan Anderson-County Treasurer, Kay Cederber-Clerk of Court, Judge John Anderson Rondeau called the meeting to order at 4:00pm. Motion by Miller, Kittleson to approve minutes of the January 5, 2012 Personnel Committee meeting. Motion Carried. Staffing Review & Prioritization: Dan Anderson provided an overview of the County Treasurer’s Office. Anderson reported that his Deputy Treasurer is considering retirement at the end of 2012. The committee discussed potential plans for transition due to retirement. Anderson emphasized his desire to have the ability to train a replacement prior to the retirement. Some changes observed or anticipated in the Treasurer’s office include: on-line reporting of property tax collections, acceptance of credit cards for property tax payments, email of tax receipts from town treasurer’s and on-line property tax information for citizens. Anderson emphasized the need for reliable summer help for 6-8 weeks in July and August. He also discussed that some counties are considering collecting all of the property taxes rather than having towns collect the first half. If this change were made, it would impact staffing needs. Kay Cederberg and Judge John Anderson provided a handout addressing the 3 questions that have been asked of all Department Heads participating in the staffing review and prioritization sessions. Cederberg suggested that the county consider hiring a “floating position” that could fill in in various departments as needed. Dan Anderson exited the meeting at this time. Cederberg reported there are no big picture changes anticipated in her department in the near future. She has received several compliments on her staff and operations. Cederberg and Judge Anderson exited the meeting at this time. Transition Committee Report: Nothing new to report at this time. HRA Accounts: Abeles-Allison reviewed the concept of the HRA and why it was created as well as how it has evolved since inception. A handout was provided outlining the current HRA structure for various employee groups. Wellness: AFSCME and the County are jointly purchasing a treadmill for the Superior Fitness Center. Security Health Plan was on-site to promote the “Life Focus” wellness program sponsored by the insurer. Minute-to-Win-It lunchtime competitions have been well received. Wellness Fair was held yesterday and was well attended. Motion Miller, Bussey to enter executive session pursuant to Wisconsin Statutes §19.85(1)(c, e, f, i) for the purpose of discussion and possible action regarding approval of Executive Session Minutes of the January 5, 2012 Personnel Committee meeting; discussion and Possible Action related to employment arbitration. Committee entered executive session at 5:10pm. Motion Bussey, Miller to approve executive session minutes of the January 5, 2012 Personnel Committee Meeting. Motion Carried. Motion Bussey,, Miller to return to open session. Motion Carried. Returned to open session at 5:20pm Meeting adjourned at 5:20pm.
