Minutes of the
Bayfield County Personnel Committee
4:00 pm Thursday, March 1, 2012
Emergency Operations Center (EOC), Bayfield County Annex, Washburn WI
Present: Beth Meyers (4:19), Brett Rondeau, Shawn Miller
Excused: William Bussey, Dee Kittleson
Others Present: Mark Abeles-Allison-County Administrator, Kristine Kavajecz-Confidential
Secretary, Dan Anderson-County Treasurer, Kay Cederberg-Clerk of Court, Patricia Olson-
Register of Deeds, Jack Olson-Child Support Administrator
Rondeau called the meeting to order at 4:12pm.
Due to lack of quorum (quorum anticipated shortly), the committee began with reports. Because
elected officials were present, the report on the elected official wages/compensation was the first
report provided.
Abeles-Allison reported on discussions that the Executive Committee has been having with
regard to setting elected official wages/compensation prior to the end of March. He reported that
elected officials were required to begin contributing the employee share of WRS contributions in
September of 2011. There is currently pending legal action in Eau Claire County on this topic.
Abeles-Allison read portions of the Decision in Eau Claire County. He reported that the
Executive Committee will be taking action on this topic at their next meeting and then it will be
forwarded to the full County Board for consideration. Anderson, Cederberg, P Olson, J Olson
exited the meeting at this time.
Report was provided that there was no Transition Committee meeting in February due to
scheduling conflicts. The next meeting is scheduled for March 21st. Meyers arrived at 4:19pm.
Motion Miller, Meyers to approve minutes of the February 2, 2012 Personnel Committee
meeting. Motion Carried.
Staffing Review & Prioritization: The committee reviewed information that was provided over
the last couple of months from the Planning & Zoning Department, Treasurer’s Office, Child
Support Office and Clerk of Court Office. Various ideas and suggestions were discussed with
regard to planning for attrition and departmental changes as a result of funding. Items that will be
investigated include: how other counties manage their Child Support programs, ie..stand alone
departments, part of another department, and contracted services; comparison of staffing levels
in the various departments compared to other counties, taking work load into consideration.
It was noted that although no major changes in the Clerk of Court office are anticipated, legal
expenses in the department are climbing, primarily due to court appointed legal representation.
It was suggested that Emergency Government and Register of Deeds be considered for future
presentations.

Reports: Abeles-Allison provided an update on the status of implementation of an on-line
performance evaluation system. The system should be functional within the next couple of
months.
Wellness: Treadmill has been a popular addition to the fitness center.
Staffing Update: Jason Holmes-Forester, 2 Deputy Sheriff positions currently vacant with
testing to take place on March 10th. Hiring a part-time female Jailer. Mary Piff, who has been
working one day per week in the UW Extension Office will also be working some hours in the
Sheriff’s Department as clerical support. There were two social worker resignations last week,
one in Family Services and one in Aging & Disabilities.
Motion Meyers, Miller to enter executive session pursuant to Wisconsin Statutes §19.85(1)(c, e,
f, i) for the purpose of discussion and possible action regarding approval of Executive Session
Minutes of the February 2, 2012 Personnel Committee meeting; discussion and Possible Action
related to employment arbitration. Committee entered executive session at 4:55pm.
Motion Meyers, Miller to return to open session. Motion Carried. Returned to open session at
5:07pm
Meeting adjourned at 5:07pm.
