HomeMy WebLinkAboutPersonnel Committee - Minutes - 6/7/2012Minutes of the Bayfield County Personnel Committee Meeting 4:00 PM, June 7, 2012, Emergency Operations Center, Bayfield County Annex, Washburn, WI Members Present: John Bennett, Brett Rondeau, Shawn Miller, Neil Schultz Members Excused: William Bussey Others Present: County Administrator Mark Abeles-Allison, Dee Kittleson, Highway Commissioner- Tom Toepfer Called to order at 4:07 by Chairman Rondeau Minutes: Motion Miller, Shultz to approve minutes of the May 3, 2012 Personnel Committee meeting. Motion Carried. Department Prioritization and Planning: Abeles-Allison reviewed the departments that have provided presentations in the last several months. The purpose of these presentations is for planning/transition purposes. Highway Commissioner, Tom Toepfer was present to discuss the Highway Department. Toepfer provided an overview of the department and specific topics unique to the department. • Technology o Salt and sodium chloride o Brine Makers • Cost Effectively: o Machine usage • Programs: o regular shouldering, 80% o Pavement Marking, 3 years instead of 2 o Signs/culverts • Mining: on County Highway, Hulga Permit, finish trucking next week, 120K tons, this is an investment in the future as reserves will be available for at least a decade. • Budget: o $100k cut in state aids o Reduction in matching funds. o The combination of the above two items will to a focus on Maintenance in the future as opposed to reconstructions. o One maintenance practice we will see more of is chip sealing, at $16k a mile it is a cost effective way to keep roads sealed. o State and Federal Grants over the past several years totals over $2 million, the department continues to search for outside funds. • General discussion on hiring part time help in the summer and possibly the winter. Concerns about trained staff operating heavy equipment. • Schultz asked about cost saving ideas. • Grandview Shop: discussion about consolidation with Mason to reduce number of facilities. Would need to add onto the Mason garage. • Tom: Hours worked by Highway Department o 40 hours L:\COMMITTEES AND BOARDS\PERSONNEL COMMITTEE\2012\Personnel Committee Minutes 060712.doc Page 2 of 2 o Favorable work schedule, once employees have 8 hours in they can go home. o Ashland County changed the work week to begin and end the middle of the week, this gives them the ability to flex their week and reduce OT. o Employee recognition: • Staffing Discussion o Part time drivers o Have used Cross Training of mechanics for plowing snow when needed. • Kittleson mentioned riding along with the drivers to get an idea of work • Miller: Inquiry about snow plowing, no wings on Highway E. Committee Duties, County Ordinance Review, item 1-7: The committee reviewed the county ordinance with regard to duties of the Personnel Committee. Transitional Return to Work Policy: This item to be discussed at a future meeting. An overview was provided as to the purpose of the policy. Reports: • Transition Committee Calendar: Review of future topics on the timeline. • Performance Evaluation System: Currently being implemented. • Wellness Update: Continued programming; contests. • Staffing: Sheriff’s Department has hired two Deputy Sheriffs: Jared Jeffress and Andrew Mika. Highway has hired one full-time Equipment Operator: David Kontny in addition to three Seasonal Summer Help: Matthew Reijo, Beau Hulmer and Matthew Kyrola. • Financial Report: Review of year-to-date financials. Motion Miller, Schultz to enter in and out of executive session pursuant to Wisconsin Statutes §19.85(1)(c, e, f, i) for the purpose of Discussion and possible action regarding approval of Executive Session Minutes of the May 3, 2012 Personnel Committee meeting; Discussion and possible action regarding personnel and employment issues; and Reviewing Re-Classification Requests. Motion Carried. Entered executive session at 5:15pm. Motion Bennett, Miller to return to Open Session. Returned to open session at 5:30pm. Meeting adjourned at 5:30pm.
