Bayfield County Personnel Committee Meeting

Members Present: Brett Rondeau, Shawn Miller, Neil Schultz (via telephone), William Bussey,

Called to order at 4:05 by Chairman Rondeau
Minutes: Motion Bussey, Miller to approve minutes of the November 1, 2012 Personnel
Committee Meeting. Motion Carried.
Department Prioritization and Planning:
Motion Miller, Bennett to table until the next meeting. Motion Carried.
Public Health Educator: Abeles-Allison presented a job description for a full-time Public
Health Educator, which was included in the 2013 budget. The person doing these duties currently
is a 40% county employee and 60% time Gemini Employee leased employee.
Motion Miller, Bennett to approve the full-time Public Health Educator position and job
description. Motion Carried 4-1.
Part-Time Employee Letters: The new personnel manual stipulates that part-time employee
benefits are pro-rated based upon a letter in an employee’s personnel file that identifies their %
of work time. A list of part-time employees and their budgeted work % was reviewed.
Position Classification (Exempt/Non-Exempt): Several positions have been evaluated to
determine if exemption would apply. Recommendation of Phillips/Borowski is that Health
Department staff would meet the requirements for exemption. Public Health Nurse and
Environmental Health Sanitarians should be considered for exemption, converted from hourly to
salaried employees.
Motion Bussey, Bennett to approve making the Environmental Health Sanitarians and BSN
Nurses exempt employees upon approval of the wage study by the County Board. Motion
Carried.
Voluntary Short-Term Disability: Information on short term disability plans was included in
the packet. Aflac appears to be the most attractive voluntary policy in terms of flexibility.
Suggestion from Abeles-Allison is to reconsider this topic in the Spring due to the amount of
administrative issues currently being implemented.
Motion Bussey, Bennett to postpone this item until the March meeting. Motion Carried.
Personnel Policy Manual and Benefit Summary Clarifications:
Sick Leave: last payroll of the month the employee is awarded for the month. 8 days per year

from the new bank. Any time after 8 days in a year that the new bank is used, then time is
deducted from the old bank.
Vacation: Highway has complicated vacation allocation. Recommendation is to have the
Highway Dept work with the County Clerk’s office to determine a process for implementing the
new policy for existing employees (transition).
Motion Bennett, Bussey to authorize the County Clerk and Highway Department, as well as the
Highway Committee to recommend a process for transitioning Highway employees to the new
vacation policy. Motion Carried. Highway Committee to receive a copy of the existing and
proposed policy.
On-Call Pay: Plan is to incorporate on-call pay for Human Services staff into wages.
Recommendation is to continue with the existing policy until the wage study is completed and
implemented.
Motion Bennett, Miller to continue the existing on-call pay policy until the wage study is
adopted. Motion Carried.
Clarification Sheet Presented at County Board Meeting: Review of the clarifications that were
presented at the County Board meeting. Recommendation by Abeles-Allison to modify the last
sentence of the Work Hours/Schedules section to remove the “as authorized in special
circumstances”. Review of recommendations of language corrections suggested by Attorney
Dan Borowski.
Suggestion by Miller to remove “parents” from the sick leave policy at a future date.
Bussey clarified that the Personnel Committee has authority to make clarifications to the policy.
Motion Miller, Bussey to accept the policy clarifications as presented. Motion Carried.
Abeles-Allison presented concerns of the County Clerk’s office with implementation of the sick
leave policy and the amount of time that will be needed to facilitate the policy. Abeles-Allison
has committed to working with the Clerk’s office to simplify the process as much as possible. An
update will be provided to the Personnel Committee in January.
HRA on-line assessment will not be required if employee has a physical with their own medical
provider. On-line assessment will be required for those that have the Biometric screening in the
Health Department.
Motion Miller, Bennett to enter in and out of Executive Session pursuant to Wisconsin Statutes
§19.85(1)(c, e, f, g, i) for the purpose of discussion and possible action regarding approval of
Executive Session Minutes of the November 1, 2012 Personnel Committee meeting; discuss
strategy with regard to collective bargaining and wages; Update on employee performance
issues; and to confer with legal counsel for the governmental body who is rendering oral or
written advice concerning strategy to be adopted by the body with respect to litigation in which it
is or is likely to become involved. This discussion relates to the prohibited practice complaint
filed by the teamsters and other potential litigation. All present remained in the executive
session. Motion Bussey, Bennett to approve Nov 1, 2012 executive session minutes. Motion
Carried. Entered executive session at 5:08pm.

Motion Miller, Bennett to return to open session. Motion Carried. Returned to open session at
6:05pm.
Motion Miller, Schultz to change the status of the Jailers from Protective Status to General
Category employees in accordance with the requirements of the Wisconsin Retirement System.
Bussey expressed concern with the impact of this action on morale, sympathizes with the
concerns of the Sheriff. Would like to explore possibilities to soften the impact of this action.
Motion Carried.
Reports on Staffing: Filled one Social Worker position, currently preparing to offer a second
Social Worker position. Karen Vlasaty will fill the Deputy Treasurer position. Currently in the
testing phase for Jailers and Deputy Sheriff positions.
Payroll Financial Report included in the packet was reviewed. On budget for payroll purposes.
Wage Study initial phase results were reviewed. Plan is to try to send the completed wage study
to the County Board in January. Preliminary results to be presented to the Personnel Committee
in January.
