Bayfield County Personnel Committee Meeting

Members Present: Brett Rondeau, Shawn Miller, Neil Schultz (via telephone), William Bussey,
John Bennett
Others Present: County Administrator Mark Abeles-Allison, Kenneth Jardine, Dennis
Pocernich, Kris Kavajecz-Confidential Secretary, Tom Toepfer-Highway Commissioner,
Employee Jacob Brandis, Sheriff Paul Susienka (4:28pm)
Called to order at 4:00pm by Chairman Rondeau
Minutes: Motion Bussey, Bennett to approve minutes of the December 6, 2012 Personnel
Committee Meeting. Motion Carried.
Personnel Manual, Discussion and Possible Action:
a. Highway Vacation Transition plan: Abeles-Allison explained the desire to
transition the current Highway Department vacation schedule to an anniversary date
system. Toepfer explained the proposal to transition to the anniversary date system.
As of February 1, vacation allocations will be calculated and employees will have
until their anniversary date in 2014 to use that vacation. On their anniversary in 2014,
employees will receive their annual vacation allocation to use by their anniversary in
2015.
Motion Bussey, Miller to approve the transitional vacation plan to implement an
anniversary date system for vacation in the Highway Department. Motion Carried.
b. 2.15: Uniform Allowances: Wage study to be completed this month. Review of
current uniform allowances that may be considered to be included in an employee’s
wage: Highway coveralls & boots ($90), Foresters ($270), Cooks ($200), Jail ($375)
quartermaster system. Review of letter from Highway Department with regard to the
uniform allowance for that department. Discussed whether the county has
investigated providing a uniform/cleaning service for uniforms instead of a uniform
allowance. Toepfer will investigate a cost comparison for uniform services –vs-
allowance. Committee requested clarification on what the Forester allowance is used
for.
c. 3.19: On-Call: currently Human Services; Abeles-Allison reported on his meeting
with Human Services staff regarding On-Call pay/duties. Committee requested more
detail on the number of call-outs that are generally encountered in a year and the
average length of time for a call-out. Also interested to know if on-call premium is
paid in addition to the wage during a call-out.
3.4: Holidays: 24-hour operations (Sheriff’s Dept) will use Actual Holidays. All other
employees will use Observed Holidays.
d. 11.1: ID cards: Several departments currently utilize ID cards. Department Heads
have expressed interest in implementing a county-wide ID card system. Comments

received from Department Heads were reviewed. Consensus of the committee is to
develop a policy to be considered at a future meeting.
Discuss and Updates:
e. Sick Leave Implementation progress: Existing accounting system will not
accommodate our new sick leave policy. New World Systems is currently working up
an estimate for customized programming for this purpose.
f. Employee Safety Manual: Safety committee is currently updating the manual and
will present to the Personnel Committee for consideration later this year.
g. Wage Study: Wipfli will present information on the study at a special meeting on
January 15. Information will be provided to the committee members in advance of the
meeting.
Motion Bussey, Miller to enter in and out of Executive Session pursuant to Wisconsin Statutes
§19.85(1)(c, e, f, g, i) for the purpose of Discussion and possible action regarding approval of
Executive Session Minutes of the December 6, 2012 Personnel Committee meeting, Discuss
strategy with regard to collective bargaining and wages, Update on employee performance
issues, Conferring with legal counsel for the governmental body who is rendering oral or written
advice concerning strategy to be adopted by the body with respect to litigation in which it is or is
likely to become involved. This discussion relates to the prohibited practice complaint filed by
the teamsters and other potential litigation.
Motion Bennett, Bussey to return to open session. Motion Carried. Returned to open session at
5:40pm.
