HomeMy WebLinkAboutPersonnel Committee - Minutes - 3/11/2013Minutes of the Bayfield County Personnel Committee Meeting 4:00 PM, March 11, 2013 County Board Room, Bayfield County Courthouse, Washburn, WI Members Present: Brett Rondeau, Shawn Miller, Neil Schultz (via telephone) Members Excused: William Bussey, John Bennett Others Present: County Administrator Mark Abeles-Allison, Dee Kittleson, For Teamsters Local 346: Martin Skaj, Zak Radzak, David Renz Called to order at 4:00pm by Chairman Rondeau Motion Miller, Schultz to enter closed session pursuant to Wisconsin Statutes §19.82(1), §19.85(1)(c, e) for Discussion and Possible Action Regarding strategy with regard to collective bargaining and compensation of county employees over which the governmental body has jurisdiction or exercises responsibility. Motion Carried. All persons except County Board members Kavajecz and Abeles-Allison exited the meeting at this time. Entered closed session at 4:02pm. Motion Miler, Schultz to return to open session. Motion Carried. Returned to open session at 4:15 pm. Teamster representatives came into the room. Introductions were made around the room. Abeles-Allison shared the County’s proposal: 1% increase across the board, effective March 16, 2013. Abeles-Allison explained the county’s current and trending financial situation. Radzak asked about the March 16 date. Purpose of the date is that it is the beginning of the next payroll period. Radzak asked if a retroactive date is possible. Also asked what other groups have negotiated. Teamsters caucused at 4:25pm. Teamsters returned to the table at 4:36pm. Counter proposal by Teamsters of a Feb 13 retroactive date with 2% wage increase. County explained they would agree to the 2% effective March 2, 2013 same as AFSCME and Non- Represented employees. Teamsters will hold a ratification vote on this and tentatively agree pending results of the vote. Teamster representatives exited the meeting at 4:41pm. Motion Miller, Schultz to approve a tentative agreement with Teamsters for a one year agreement with 2% wage increase to be effective March 2, 2013 and forward this recommendation to the County Board pending ratification by Teamsters. Motion Carried. Meeting adjourned at 4:44 pm
