Bayfield County Personnel Committee Meeting

Called to order at 4:00pm by Chairman Rondeau
Motion Miller, Bennett to approve minutes of the March 7, 2013 Personnel Committee meeting.
Motion Carried.

Personnel Manual Modifications: Personnel Manual Discussion was moved up on the agenda
by consensus of the committee. Review of a summary of changes that have been approved for
the Personnel manual since January 1, 2013. Specific discussion regarding item 3.4 with regard
to holidays for Jail staff. Abeles-Allison explained the system that was used in the past where
employees were given an allocation twice each year in lieu of actual holidays. Overtime is
attained after 86 hours worked in 14 days. Proposal is to pay overtime at the time it is earned.
Proposing to give jailers a 44 hour allocation for holidays on January 1 and July 1 in lieu of a
bank as the holidays occur.
Consideration needs to be made with regard to both implementation/bookkeeping as well as the
impact to employees. Recommendation that this item be placed for action on the May agenda
after further discussion with the Sheriff’s Department and County Clerk’s Office Payroll staff.
Abeles-Allison reported on concerns with the ability to track two sick leave banks. Options to
simplify the sick leave utilization process will be provided in the future for consideration.
Wage Study, Sections F-I, establishing Philosophy and Base Compensation Administration:
Pay Adjustments: Modify to show that the Personnel Committee rather than the County
Administrator would be responsible to manage wage adjustments. Abeles-Allison provided a
summary of comments received from department heads regarding a potential merit pay system.
Several committee members shared their opinion of a merit pay system.
Abeles-Allison reviewed the tool that could be used to determine wage increases in either a merit
pay or standard increase system. The tool calculates wage increases based upon the wage quintile
that the employees falls in. Discussion was held on merit pay system and wage study. Straw poll
of the committee indicated that a merit system is not desirable at this time. Straw poll of the
committee indicated support of implementing the wage study in 2014. Item will be placed on the
May County Board meeting to provide an update on the direction the Personnel Committee is
taking and receive input from the board regarding future implementation of the wage study.

Comments that were received from departments regarding the wage study results were provided
in the meeting packet. These departments will be invited to the next meeting to review their
concerns/comments. Request from the committee for hard copies of the department comments.
No Personnel Committee to be held in May.
Motion Bennett, Miller to enter closed session pursuant to Wisconsin Statutes §19.85(1)(c, e, f,
g) for Discussion and Possible Action Regarding Compensation of county employees over which
the governmental body has jurisdiction or exercises responsibility and to Consider financial,
medical, social or personal histories or disciplinary data of specific persons, preliminary
consideration of specific personnel problems or the investigation of charges against specific
persons except where par. (b) applies which, if discussed in public, would be likely to have a
substantial adverse effect upon the reputation of any person referred to in such histories or data,
or involved in such problems or investigations; Confer with legal counsel for the governmental
body who is rendering oral or written advice concerning strategy to be adopted by the body with
respect to litigation in which it is or is likely to become involved. Motion Carried. Sheriff
Susienka invited to stay for a portion of the closed session. Entered closed session at 5:26pm.
Motion Bennett, Schultz to return to open session. Motion Carried. Returned to open session at
6:00pm.
