HomeMy WebLinkAboutPersonnel Committee - Minutes - 6/6/2013Minutes of the Bayfield County Personnel Committee Meeting 4:00 PM, June 6, 2013 Emergency Operations Center, Bayfield County Annex, Washburn, WI Members Present: Brett Rondeau, Shawn Miller, Neil Schultz, John Bennett, William Bussey Others Present: County Administrator Mark Abeles-Allison, Kenneth Jardine, Dennis Pocernich, Chief Deputy Dan Clark, WPPA Representative Gary Graveson, WPPA Representative Al Bitz, Accountant Kim Mattson, Clerk II Gail Reha, Bookkeeper Carolyn Kanneberg, County Clerk Scott Fibert Rondeau called the meeting to order at 4:00pm. Motion Schultz to approve the April 17, 2013 minutes. Sick Leave Policy: Abeles-Allison reviewed the new sick leave program. Fibert noted the difficulty in implementing the new program. He reported that it has increased support staff and accounting time spent on balancing leaves between the new and old banks. Discussions with the County’s accounting provider New World revealed a custom application cost of $20-$30,000 for modifications. Of the 158 county employees this would impact accumulations of 53 differently. Of the 53 only 16 were deemed likely to accrue additional balances but these same individuals already have large sick leave banks so they may be less likely to utilize the banks. Two recommendations were made. RECOMMENDATION: 1. ALLOW ALL EMPLOYEES TO ACCUMULATE 60 DAYS OF SICK LEAVE BANK IN A NEW BANK WITH NO PAYOUT. 2. ALLOW ALL EMPLOYEES TO USE NEW BANK PRIOR TO USING OLD BANK. Motion Miller, Bussey to approve modifications to the Sick Leave Policy as discussed. Motion carried, (5-0). Scott Galetka and Mary Motiff entered the meeting at this time. WPPA grievance 13-00221, Step 3: The board heard the step 3 grievance from the WPPA union business representatives Al Bitz and Gary Graveson. In 2013 the County began paying Deputies for hours worked as opposed to a fixed 75 hours per pay period. The Union Representatives cited that this was contrary to past practice. Abeles-Allison reviewed the grievance history and FLSA regulations calling for hourly wage payments each pay period. Graveson countered that annualized salaries were allowed and were beneficial for fluctuating work weeks and that they average out in the end. Schultz stated his support for pay for hours worked. Clark noted that the county benefits from flexible shift employees who fill in shifts as needed and save the county overtime. The Committee thanked the union and noted they would get back to them within the required 10 days. Bitz noted the Union’s willingness to bargain a short term contract with the jail and deputies as a co-mingled unit. They noted current unit-clarification and actions before the WERC. The union and county agreed they would await the outcome of the WERC decisions. Holiday Compensatory Time Policy for Jail Staff: At the last personnel meeting the committee heard a request for the Jail and CCO employees to allow for a reinstatement of the old Holiday Compensatory Bank for approved holidays. This would allow for holiday comp to be allocated in two annual allocations at the beginning of January and July respectively as was similarly done in the past. The intent is to allow those employees who work holidays to still be able to take another day off. Motion Bussey, Miller to approve the proposal. Motion carried, (5-0). Wage Study Discussion: Abeles-Allison reviewed the Internal Equity Analysis and Point Factor Analysis process. The Committee reviewed input from Scott Galetka and Mary Motiff on positions in their departments. Abeles-Allison noted that the initial analysis was done based on job descriptions, some of which were created over a decade ago. The following updates were reviewed. Committee comments in upper case. Land Records Director Education: Change from 75 to 100, degree required: Experience: Change from 100 to 125, 4 year to 6yr experience Supervision, increase to 25 Safety increase to 50: QUESTION ABOUT HOW MUCH TIME THIS POSITION DOES THIS AND WHETHER JUMP IS NEEDED. Complexity to 100 Environment and Physical to 50: QUESTION ABOUT HOW MUCH TIME THIS POSITION SPENDS IN THE FIELD, ESTIMATE WAS 10%. Real Property Lister: Education to 75, 2 year degree Experience 100, 4 years: SOME DISCUSSION ON REQUIRED EXPERIENCE AND TYPE OF EXPERIENCE (TITLE WORK) WAS REQUIRED. Supervision to 5 points Administration to 60 Public/Customer Relations: 37.5 GIS Tech II: Education to 100, BS Degree Experience 5yr GIS Tech: Education to 100, 4 year degree Tax Deed Real Property Lister: Education to 75, 2 year degree L:\COMMITTEES AND BOARDS\PERSONNEL COMMITTEE\2013\Personnel Committee Minutes 2013-06- 06.doc Page 3 of 3 TOURISM DIRECTOR: Education: Change from 75 to 100 degree required Net increase from 530 to 555 on internal equity analysis Wage Classification; salary range showed level 10. Looks like it should be a level 8. CLERK III TOURISM: Administrative: Discuss ranking for clerical, step 1 or 2: COMMITTEE UNDECIDED ON THIS. CLERK III FAIR: Experience: Change from 25 to 75, experience of 2-3 years required. Public: Change from 25 to 37.5 ADD EDUCATION TO A 2 YEAR DEGREE LEVEL. The Committee will continue to interview two departments each meeting and wait to make final changes until after reviews are completed. Health Insurance: Health insurance claims for 2012 were 67%, claims for the first quarter of 2013 were 91% of premiums paid. Appointment of Impartial Hearing Officer for Grievances: The Committee discussed the need for selecting Impartial Hearing Officers for Grievances. The Administrator will contact Judge Brunner about what type of arrangement he would propose and will invite him to meet the Personnel Committee. Brunner is the former Circuit Court Judge in Barron County. Abeles- Allison will inquire of other counties regarding who they have retained for Hearing Officers and what type of arrangements they secured. Motion Miller, Schultz to enter in and out of closed session pursuant to Wisconsin Statutes §19.85(1)(c, e, f, g) for Discussion and Possible Action Regarding WPPA Grievance and WPPA Contract Negotiation Strategy; Considering employment, promotion, compensation or performance evaluation data of county employees over which the governmental body has jurisdiction or exercises responsibility and Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. Motion carried (5-0). Chief Deputy Clark was permitted to remain in closed session. Entered closed session at 6:15pm Motion Schultz, Bennett to return to open session. Motion carried. Returned to open session at 6:50pm. Abeles-Allison read into the record that the committee voted to affirm the grievance of the union and return to a fixed pay schedule. The meeting was adjourned at 6:52pm.
