HomeMy WebLinkAboutPersonnel Committee - Minutes - 7/2/2013Minutes of the Bayfield County Personnel Committee Meeting 12:00 PM, July 2, 2013 Emergency Operations Center, Bayfield County Annex, Washburn, WI Members Present: Brett Rondeau, Shawn Miller, Neil Schultz, John Bennett, William Bussey Others Present: County Administrator Mark Abeles-Allison, Tom Toepfer-Highway Commissioner, Jason Bodine-Forest Administrator, Kristine Kavejecz-Confidential Secretary Rondeau called the meeting to order at 12:00pm. Motion Bussey, Bennett to approve the June 6, 2013 minutes. Motion Carried Wage Study Discussion: Abeles-Allison provided a scoring sheet associated with the internal equity analysis tool. Highway: Shop Foreman, Account Clerk and Accountant job descriptions were revised by the Highway Commissioner following the initial wage study analysis. Those job descriptions were reviewed in comparison to the job descriptions that were used for the initial analysis. Proposed changes were discussed. Highway Shop Foreman: Supervisory: Responsible for use and safety of all shop equipment, recordkeeping. Has authority over staff with regard to equipment. Proposal from Highway increase from 5 to 30 points. Government Relations: Proposal from Highway increase from 25 to 75 points. Compliance with OSHA, DOT, Machinery Management, Air Quality, Fuel Systems, Fire Depts, ACOM. Highway Office Manager: Supervisory: Proposal from Highway increase from 0 to 15 points. Directly responsible to supervise the Account Clerk. The Commissioner and committee agreed this should potentially be 5 points instead of 15. Government Relations: Proposal from Highway increase from 25 to 75 points. Conducts complex closing of CHEMS accounts at year-end, coordinates with state auditor to ensure compliance. Complexity: 40 to 60. No discussion on this item. Toepfer exited the meeting at this time. Forestry: Bodine asked what the internal equity analysis number ultimately means. How will it be used in the overall wage study process? Abeles-Allison explained that the external market analysis was only done on 1/3 of the county’s workforce. The internal analysis will assist with placing the remaining positions in the wage scale based on the internal scoring. See Bodine’s handout regarding internal equity scoring of Forestry positions. Bodine explained his concerns with the market analysis with regard to the weights and the aged wages. He noted that the wage on the market study for the State of WI is about $2.50 per hour less than positions that were just advertised for State Foresters. L:\COMMITTEES AND BOARDS\PERSONNEL COMMITTEE\2013\Personnel Committee Minutes 2013-07- 02.doc Page 2 of 2 Abeles-Allison suggested additional meetings in July and August to finalize the wage study and determine recommendations for addressing items such as reclassifications, education obtainment etc. Bodine exited the meeting at this time. Impartial Hearing Officer: Will be discussed at the next meeting. Reports: Abeles-Allison provided a handout of utilization of Security Health Plan insurance through May, 2013. Loss ratio currently averaging 82%. 2012 average was 69%. Abeles- Allison reviewed a list of items he has discussed with the Health Insurance Consultant/Broker. Handout was provided detailing advantages and disadvantages of considering a self-insurance plan for health insurance. Wage increases for 2014: Review of the Wipfli proposed chart for wage increases if the wage study is adopted prior to 2014. Bayfield County could modify the chart to their needs. Bussey exited the meeting at this time. Handout of WRS rates effective for 2014. General, Elected and Protective status employee contributions rates will all increase in 2014. Duty disability rates for law enforcement will drop dramatically, which will be very beneficial for the county. Review of year-to-date revenues and expenditures. Motion Miller, Schultz to enter in and out of closed session pursuant to Wisconsin Statutes §19.85(1)(c, e, f, g) for Discussion and Possible Action Regarding approval of closed session minutes of the June 6, 2013 Personnel Committee meeting. Motion Carried. Entered closed session at 1:42pm. Motion Bennett, Schultz to approve closed session minutes of the June 6, 2013 Personnel Committee meeting. Motion Carried. Motion Schultz, Bennett to return to open session. Motion Carried. Returned to open session at 1:44pm. Meeting adjourned at 1:44pm.
