HomeMy WebLinkAboutPersonnel Committee - Minutes - 8/1/2013Minutes of the Bayfield County Personnel Committee Meeting 4:00 PM, August 1, 2013 Emergency Operations Center, Bayfield County Annex, Washburn, WI Members Present: Brett Rondeau, Shawn Miller, Neil Schultz, William Bussey, John Bennett Members Excused: William Bussey Others Present: County Administrator Mark Abeles-Allison, Kristine Kavejecz-Confidential Secretary, Kenneth Jardine, Dee Kittleson, Clerk of Court Kay Cederberg, Judge John Anderson, Forest Administrator Jason Bodine, Patricia Olson Rondeau called the meeting to order at 4:00pm. Motion Bennett, Miller to approve the July 17, 2013 Personnel Committee minutes. Motion Carried. Discussion and Possible Action Regarding Wage Study: Abeles-Allison explained that two departments will be making presentations at this meeting with regard to the wage study. Clerk of Court: Kay Cederberg provided a handout of Clerk of Court discussion items. Comment that the Clerk of Court office job descriptions were 3 years old. Job descriptions have been revised since the study was conducted. Only Sawyer County was used as a comparable county. Concern that the Deputy Clerk of Court positions were compared with file clerks etc. Clerk of Court did her own comparison of wages with other 10th Judicial District counties and provided those figures for the committee for Deputy Clerk of Court and Judicial Assistant. Discussed Deputy Clerk/Judicial Assistant split in time & wage. Reviewed duties of this position and request for consistent wage for both positions that the individual holds. Family Court Commissioner will be having office hours in Bayfield County, with Clerk of Court office providing some office support for these activities. Question from Schultz regarding comparison of Deputy Clerk of Court duties –vs- those of a person that works in a bank. Cederberg explained duties of employees in her office. Judge Anderson commented on the difference between a file clerk and a legal secretary. Deputy Clerk of Court handles duties of both of these positions. When asked for opinion on Levels I, II, III, Cederberg did not favor a system with different levels. Health Department: Could not be present. Abeles-Allison explained that 3 sections of the wage study will be discussed today and work in conjunction with each other. Internal Equity Analysis was compiled at the County level. A revised Internal Equity Analysis was provided, highlighting suggested changes. Departments were not asked to update job descriptions prior to the study. Through this process, job descriptions will be revised, keeping consistency of qualifications in mind for similar positions. The Internal Equity Analysis was then used to slot the remaining 120 employees into the wage schedule (Comp Ratio). Job descriptions have been revised as positions become vacant. The revised job description is what is used to determine qualifications when advertising for a new position. Committee discussed a desire to review each and every job description and review the internal equity analysis, potentially revise job descriptions along the way. Suggestion to include Department Heads in the review. 2014 Personnel Budget Discussion Spreadsheet of employees and cost calculations: Abeles-Allison asked for guidance on budgeting wage increases in 2014. Wage Adjustments: Discussion regarding how wage increases can be distributed once base wage increases are negotiated. Must they be across the board, or can the increases be applied selectively within the employee group. Suggestion to have item on the August County Board meeting to determine recommendation for amount to budget for wages in 2014. Budget recommendations compensation study in 2014 (30 more positions): No discussion on this topic. Discussion and Possible Action Regarding appointment of Impartial Hearing Officer for Grievances: Judge Brunner was unable to attend the meeting today. Abeles-Allison will bring an agreement back at the next meeting. Motion Bennett, Schultz to enter in and out of closed session pursuant to Wisconsin Statutes §19.85(1)(c, e, f, g) for Discussion and Possible Action Regarding approval of closed session minutes of July 2, 2013, discussion regarding employee compensation. Motion Carried. Entered closed session at 5:25pm. Motion Schultz, Bennett to return to open session. Motion Carried. Returned to open session at 5:30pm. Meeting adjourned at 5:30pm.
