HomeMy WebLinkAboutPersonnel Committee - Minutes - 9/10/2013Minutes of the Bayfield County Personnel Committee Meeting 2:00 PM, September 10, 2013 Emergency Operations Center, Bayfield County Annex, Washburn, WI Members Present: Brett Rondeau, Neil Schultz, William Bussey, John Bennett Members Excused: Shawn Miller Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Confidential Secretary, Kenneth Jardine, Dennis Pocernich, Elizabeth Skulan-Human Services Director. Rondeau called the meeting to order at 2:00pm. Motion Schultz, Bennett to approve the August 1, 2013 Personnel Committee minutes. Motion Carried. Discussion and Possible Action Regarding Wage Study: Abeles-Allison explained that two departments will be making presentations at this meeting with regard to the wage study. Human Services Internal Equity Analysis: One management, Social Worker, and Support staff position were selected for review. A score sheet and job description for each position were reviewed. Skulan provided an overview of the three positions: Family Services Manager: Government Relations: Recommend a 3-75 instead of the 2-50. Safety of Others: Recommend a 3-75 instead of the 2-50. DHS evaluation of the ratings were the same as the original rating in all other categories. Social Worker I: DHS evaluation of the ratings were all the same as the original ratings. Clerk II: Education: DHS recommend a 3-75 and REQUIRE an Associate Degree which would mean modifying the qualifications on the job description. DHS evaluation of the ratings were the same as the original rating in all other categories. Skulan stated her support for continuing with Levels I, II, III for certain positions. Brief discussion on the pros and cons of reclassification and/or merit pay systems. Health Department Internal Equity Analysis: Terri Kramolis reviewed the job descriptions Health Director: Education: To maintain the level 3 Health Department, the position must require a Master’s Degree. The current Director was hired at a level 2, but has increased the department to a level 3. Administrative: Recommend either a Level 4 or 5 Environmental: Recommend level 2-50 instead of the 1-25. Physical Demands: Recommend level 1. Complexity: Recommend Level 4-80 instead of Level 3-60 Office Manager: There were no conflicting scoring recommendations related to this job description. Calendar: Suggestion from the committee is to hear from the Sheriff’s Department and any department that had significant differences in the scoring for their internal equity analysis. 2014 Personnel Budget Discussion: Draft budget is nearly complete and will be distributed to the Executive Committee on Thursday and will be distributed electronically to the iPads. There are currently 2 separate health plans: Teamsters are increasing 6% in 2014. Security Health Plan has provided 2 options: 0% increase with 5% cap in 2015. Second option is -3% for 2014 and no cap guarantee for 2015. Option 1 was used for budget purposes. A -3% would equate to about a $60,000 savings. All department budgets reflect 0% wage increase for 2014. A lump sum dollar amount was placed in contingency for the board to use for wage increases at a later time when the wage study is finalized. Report on IRS Guidance Regarding Qualifications for Fringe Benefits: IRS recently issued a nationwide determination of how they will be handling taxation with regard to same sex marriages. Request was made for information on how many employees have other insurance options, and do not take county insurance. Motion Bennett, Bussey to enter in and out of closed session pursuant to Wisconsin Statutes §19.85(1)(c, e) for Discussion and Possible Action Regarding approval of closed session minutes of August 1, 2013, discussion regarding employee compensation and union negotiation strategy for negotiations with WPPA Local 216. Motion Carried. Entered closed session at 3:55pm. Motion Bennett, Schultz to return to open session. Motion Carried. Returned to open session at 4:20pm. Meeting adjourned at 4:21 pm.
