Bayfield County Personnel Committee Meeting
4:00 PM, October 3, 2013
Emergency Operations Center, Bayfield County Annex, Washburn, WI
Members Present: Brett Rondeau, Neil Schultz, William Bussey, John Bennett, Shawn Miller
Members Excused:
Others Present: County Administrator Mark Abeles-Allison, Kenneth Jardine via telephone,
Sheriff Paul Susienka, Dee Kittleson.
Rondeau called the meeting to order at 4:00pm.
Motion Schultz, Bennett to approve the September 10, 2013 Personnel Committee minutes.
Motion Carried.
Wage Study: Point Factor materials were included in the packet. Sheriff’s Department positions
were reviewed, beginning with the Chief Deputy. Recommend level 2 for Environmental, 50
points. Investigative Lieutenant was reviewed. Discussed the environmental factor, which
remained at level 2. Confidential Secretary was reviewed. No changes were recommended. Jailer
was reviewed. Discussed whether complexity should be level 2 or level 3.
Jardine joined the meeting via telephone at this time.
All Deputy Sheriff’s are scored the same for the point factor analysis, however, show at different
wages because of new officer wages –vs- wages of officers with several years of seniority.
Lead CCO was reviewed. Supervisory duties were discussed. Brief discussion regarding
Emergency Management potential role in supervising dispatch operations.
Review of Point Factor Analysis spreadsheet with all positions identified within the 22 wage
levels. The committee discussed how long it should take for a new employee to progress to the
highest wage for the positions. Support was expressed for a 4-year progression. Bussey
expressed his support for a quasi-merit system in the form of reclassification for certain positions
such as Social Worker and Clerks, allowing for reclassification after a minimum of 4 years, once
the employee progresses through the wage scale.
Abeles-Allison will bring back a recommendation next month, utilizing the wage study data,
identifying positions in wage levels to be used for future hires.
Health Insurance Options: 3 options to consider: -3% with no cap on increase in 2015, self-
insurance, or 0% increase with max of 5% in 2015. Abeles-Allison explained the data received
from the broker to show the potential savings/costs for self-insurance.
Motion Bennett, Schultz to accept the proposal from Security Health Plan for a -3% premium in
2014. Motion Carried.

Motion Bussey, Bennet to enter in and out of closed session pursuant to Wisconsin Statutes
§19.85(1)(c, e) for Discussion and Possible Action Regarding approval of closed session minutes
of September 10, 2013, discussion regarding employee compensation and union negotiation
strategy for negotiations with WPPA Local 216. Motion Carried. Entered closed session at
5:15pm
Kittleson exited the meeting at this time. Jardine disconnected by telephone.
Motion Bussey, Schultz to return to open session. Motion Carried.
Motion Miller, Bennett to voluntarily recognize the CCOs as being represented by AFSCME and
to award a 2% wage increase retroactive to March of 2013, the same as other AFSCME
employees. Authorization for the County Administrator to draft an amendment to the AFSCME
contract to include the CCOs. Wage increase and representation pending amendment
ratification by the union and approval by the County Board. Motion Carried.
