HomeMy WebLinkAboutPersonnel Committee - Minutes - 11/7/2013Minutes of the Bayfield County Personnel Committee Meeting 3:00 PM, November 7, 2013 Emergency Operations Center, Bayfield County Annex, Washburn, WI Members Present: Brett Rondeau, John Bennett, Shawn Miller, William Bussey, Neil Schultz (via telephone) Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Confidential Secretary, Dennis Pocernich, Tom Moran-AFSCME, Cathy Moore-AFSCME, Craig Parks- AFSCME, Erika Dinklesmith-AFSCME, Dee Kittleson, Kay Cederberg, Zak Radzak-Teamsters, Martin Skaj-Teamsters, Jacob Brandis-Teamsters, Terri Kramolis-Health Director Rondeau called the meeting to order at 3:00pm. Motion Miller, Bennett to approve the October 30, 2013 Personnel Committee minutes. Motion Carried. 2014 Base Wage Negotiations with AFSCME Local 1731: Abeles-Allison updated the committee on allowable topics of negotiation prior to AFSCME joining the meeting. Maximum wage increase for the period beginning January 1, 2014 based on the Consumer Price Index is 1.66%. WPPA tentative agreement is 1.66%. Bargaining is for one year, 2014, only. Brief discussion took place on the option to offer incentives for participating in employee wellness programs, although this item cannot be negotiated. Cathy Moore, Tom Moran, Craig Parks and Erika Dinkelsmith representing AFSCME joined the meeting at this time. Introductions were conducted around the room. AFSCME offer is for a 1.66% across the board increase for 2014. AFSCME requested points of clarification: 1) Tentative agreement on wages at 3:14pm. 1.66% increase on each position. 2) Request for clarification on the Wage study. Response was that the wage study is anticipated to be implemented by the first of the year. 3) Request for status of the Civilian Communication Operators. Response was that the county today received confirmation from the WPPA union attorney confirming that CCO’s are not represented by WPPA as of January 1, 2013. Confirmation of AFSCME representation will be forwarded to AFSCME following authorization by the County Board on Tuesday. Pending approval by the board, CCO’s may then be included in the AFSCME union and will be eligible for retroactive wage increases to March 2013. 4) AFSCME requested authorization to use County email to notify members of the ratification vote. 5) County to send written Tentative Agreement to Dinklesmith. AFSCME representatives exited the meeting at 3:20pm. Wellness Initiatives for 2014/2015: Kramolis joined the meeting at this time to explain that Security Health is proposing a 3-step wellness incentive program for 2014. In 2015 an additional layer is proposed to be required. For 2014, as in the past, a biometric screening at the Health Department, or completed by a L:\COMMITTEES AND BOARDS\PERSONNEL COMMITTEE\2013\Personnel Committee Minutes 2013-11- 07.doc Page 2 of 3 physician will be required. In addition, the employee must complete the on-line health risk assessment questionnaire to receive the 5% premium incentive. Based on the HRA and biometric data, an employee will be awarded various points. The points will be used in 2015 to establish a wellness plan for each employee. Any employees that do not meet the points requirement will need to participate in certain wellness activities to earn their missing points, entitling them to the premium incentive. Schultz commented on health insurance costs at the county, why they are so much higher than market trends. He also commented that the trend is to require employees that have alternative health insurance coverage available, that they must take that insurance. Abeles-Allison commented that the county’s health insurance costs are just below what the federal government categorizes as Cadillac plans. Schultz would like to see hard facts/figures. Clarification that if a spouse works somewhere that offers insurance, or would be eligible under the health care exchange, that they should not be covered under the county plan. Miller requested figures on Health Reimbursement Account and premium costs. Motion Bussey, Bennett to approve the proposed 2014/2015 wellness incentive plan as proposed. Motion Carried. Note by Kramolis that Security Health Plan will conduct employee information meetings on this topic. Kramolis exited the meeting at this time. Teamster Proposal: Abeles-Allison reported that Teamsters are here and would like to make a negotiation proposal. Zak Radzak, Jacob Brandis and Martin Skaj joined the meeting at this time representing Teamsters. Introductions were made around the room. Teamsters presented their opening offer: Teamster contention, based on Colas decision, is that the union can bargain all topics. A copy of the full union contract with proposals was provided to the committee. Miller commented that he is only willing to negotiate base wages. Radzak asked the committee to consider the full contract, not just base wage, based on the current decision by the state court of appeals and encouraged the committee to seek legal counsel on whether they can currently bargain more items other than base wages. Teamsters exited the meeting at this time. Safety Manual: Kavajecz explained that the Safety Committee has met over the past year to revise/update the County Safety Manual. Several key departments were involved with updating the information in the manual. Motion Bussey, Bennett to adopt the revised Safety Manual as presented. Motion Carried. Wage Study: Internal Equity Analysis, Comp Ratio Comparison, and 8-pages of the wage manual were reviewed. The committee first reviewed the Base Compensation Administrative Guide (first 8 pages). See “General Guidelines” for proposed wage increases/adjustments based on the wage study data. Abeles-Allison reviewed his proposal for wage adjustments for existing positions that are currently identified as falling below the median market wage as a result of the wage study. Specific discussion took place regarding where the Tourism Director should be placed in the wage schedule due to reduction in duties (Parks & Trails). Specific discussion took place with regard to the appropriate Forest Administrator wage schedule level. The committee requested data on benefits package costs in addition to wages. Schultz disconnected from the meeting at this time. Committee made a request for a list with only the positions identified that would be targeted for special wage adjustments because they show at less than the average market wage on the wage study. Personnel Budget Review as of 10/31/13: General Fund is at 79% as of end of October. DHS is at 77% for end of October. One-time expenses were paid earlier this year. Cederberg exited the meeting at this time. Motion Bennett, Bussey to enter closed session pursuant to Wisconsin Statutes §19.85(1)(c, e) for Discussion and Possible Action Regarding approval of closed session minutes of October 30, 2013, discussion regarding employee compensation, and union negotiation strategy for AFSCME, WPPA and Teamster Bargaining Units. Motion Carried. Entered closed session at 5:15pm . Motion Miller, Bennett to return to open session. Motion Carried. Meeting adjourned at 5:35pm
