Dear County Board Members:
This letter is written to inform you of a Bayfield County Personnel Committee
Meeting scheduled for, Thursday, June 5, 2014 at 4:00pm, in Emergency
Operations Center (EOC), Bayfield County Annex, Washburn, Wisconsin.
Notice is hereby given that a majority of the Bayfield County Board may be present at the meeting to gather
information about a subject over which they have decision-making responsibility. This constitutes a meeting of
the Bayfield County Board pursuant to State ex rel. Badke v.Greendale Village Bd., 173 Wis. 2d 553, 494
N.W.2d 408(1993), and must be noticed as such, although the County Board will not take any formal action at
this meeting.
AGENDA
1. Public Comment
2. Approval of minutes of the May 1, 2014 Personnel Committee meeting.
3. Discussion and Possible Action Regarding Health Insurance Policy and the
Affordable Care Act Research:
a. Look back policy dates. 12 month, Oct 1 – Sept. 30.
b. Part Time Employees
c. Retiree Health Insurance
i. Grandfather policy for existing individuals on the plan.
ii. Other communities and their policies.
iii. Retiree Impact on rates
iv. Retiree opportunities under the ACA
v. Direction to research
d. Part Time Employee Discussion and Possible Action as it relates to
health insurance
i. Employees who work over 30 hours must be treated the same as
full time, 37.5-40 hour a week employees. If Full time
employees pay 15%, 30 hour employees must pay 15% of
premium
ii. Employees who work less than 30 hours a week who are offered
county health insurance
e. HRA: Bayfield County has a high deductible plan through our insurer,
we offer an HRA, to bridge this gap.
i. The Cadillac Plan definition under the Federal Health Care Law
is HRA plus Premium
ii. Options:
a. lower existing HRA
b. Create a Dental/Vision HRA, not subject to ACA
4. Discussion and Possible Action Regarding new Social Worker I Wages
5. Discussion and Possible Action Regarding Reclassification Policies and
Procedures and Specific Requests:
a. Highway Office Manager
6. Discussion and Possible Action:
a. Criminal Justice Position, contract to employee
b. Clerk of Court, Summer Intern, Paid
c. District Attorney’s Office, Part Time Assistant
7. Discussion and Possible Action Regarding Freedom From Religion Foundation
Request.
8. Reports:
a. Employee Status Updates across departments
b. Health
9. The committee may enter in and out of closed session pursuant to Wisconsin
Statutes §19.85(1)(c, e) for Discussion and Possible Action Regarding:
i. Approval of closed session minutes of May 1, 2014.
ii. Teamster Negotiations. 5pm.
iii. Employee specific performance issues.
10. Adjourn.
