Bayfield County Personnel Committee Meeting

Emergency Operations Center, Bayfield County Annex Building, Washburn, WI
Members Present: Brett Rondeau, John Bennett, Shawn Miller, Neil Schultz
Members Excused: William Bussey
Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Assistant,
Dennis Pocernich
Rondeau called the meeting to order at 4:02pm.
Motion Schultz, Bennett to approve minutes of the December 5, 2013 Personnel Committee
meeting. Motion Carried.
Motion Miller, Schultz to enter closed pursuant to Wisconsin Statutes §19.85(1)(c, e) for
Discussion and Possible Action Regarding approval of closed session minutes of December 3 &
December 5, 2013, discussion regarding employee compensation and Teamster Bargaining Unit
agreement. Motion Carried. Entered Closed session at 4:04pm.
Motion Miller, Bennett to approve closed session minutes of the December 3, 2013 Personnel
Committee Meeting. Motion Carried.
Motion Bennett, Miller to approve closed session minutes of the December 5, 2013 Personnel
Committee meeting. Motion Carried.
Motion Bennett, Schultz to return to open session. Motion Carried. Returned to open session at
4:43pm.
Jailer Vacation Policy: Abeles-Allison reported that the personnel manual states that employees
scheduled 1950 hours earn vacation and sick leave based on the 1950 hour work year.
Employees scheduled 2080 hours per year earn vacation and sick leave based on the 20180 hour
work year. Jailers, who work 1950 hours per year (but work 8 hour shifts) are allocated vacation
and sick leave based on the 1950 hour schedule.
Wage Policy: A summary of what was discussed in closed session will be drafted into a memo
for clarification for the payroll office.
Motion Miller, Schultz to adopt the wage adjustment policy for existing employees currently
being paid less than the mid as discussed in the closed session. Motion Carried.
Abeles-Allison would like to invite the Health Insurance broker to a future meeting to discuss the
impact of Affordable Care Act and what employers are doing with regard to employee spouses
that have insurance available to them through their employer.
10:00am on Tuesday, January 7, there will be a presentation at the Cable Community Center
regarding the 2015 Paralympic Event at Telemark.
