HomeMy WebLinkAboutPersonnel Committee - Minutes - 4/3/2014Minutes of the Bayfield County Personnel Committee Meeting 4:00 PM, April 3, 2014 Emergency Operations Center, Bayfield County Annex Building, Washburn, WI Members Present: Brett Rondeau, John Bennett, Shawn Miller, Neil Schultz, William Bussey Members Excused: None Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Assistant, Kay Cederberg-Clerk of Court Rondeau called the meeting to order at 4:00pm. Motion Bussey, Bennett to approve minutes of the March 6, 2014 Personnel Committee meeting. Motion Carried. Military Leave Policy: Suggested policy modification was discussed, allowing for one month per year of unpaid military leave with no impact on vacation and sick leave benefit accruals. Motion Schultz, Bennett to approve the military leave benefits policy as presented. Motion Carried Discussion Regarding job description/position changes and reclassification process. A draft process was presented for the committee to consider, outlining the steps and requirements involving job description changes as well as reclassifications for eligible positions. Position Wage Adjustments in cases where an employee is already above 100% of the wage schedule of the new position they are reclassified to. Recommendation is a 2% wage increase in these instances. Motion Bussey, Miller to approve a policy of 2% wage increase in instances when an employee is already at or above 100% of the wage schedule when they are reclassified. Motion Carried (4- 1) Employee Status Update: Abeles-Allison reported on 2.5 employees that were originally hired as temporary employees and did not receive benefits. The employees are paid through a PPACA grant and are working full time hours. Because the funding has been extended, the employees will be offered benefits, including WRS, health insurance, vacation and sick leave as regular employees. The positions will end when the grant funding ends. WIC Director recently resigned. An offer was made and accepted. New Director will begin on June 1. Health Insurance Policy: Retiree health insurance data was reviewed comparing retiree plans in other counties. Bayfield County does not have a formal policy regarding retiree eligibility or plan eligibility. Discussed employees working less than 30 hours a week on average: Bayfield County currently provides eligibility for health insurance for employees that work 50% or more. Concern is that under the ACA, part time employees working less than 30 hours per week average that enroll in health insurance may pay more than 9.5% of their income for health insurance premiums, which could result in a severe penalty for Bayfield County. This topic will continue to be discussed and researched. An analysis will be conducted of those employees that could be impacted by this development. Health Insurance Plan Design for 2015: Several options for consideration were discussed. Abeles-Allison reviewed the ACA definition of “Cadillac Plan”. • Expanding wellness activities to include family members in addition to employees. • Working spouse provision: • Eliminate office co-pay. Employee could pay a % of the office visit instead of a co-pay. • Increased employee share of premium. • Consider having all employees on one plan rather than two. • Outcome based wellness activities. • Consider a wellness penalty for non-participation. 347 lives are currently insured through Security Health. The committee reviewed the trend of premiums paid verses claims paid by month. Wage Schedule: Discussion regarding Social Worker wages. Human Services Board discussed concern that starting wages for Social Workers on the wage schedule is lower than the wage currently being offered at area competitors, which may make it difficult to recruit. Committee suggested that the County Administrator bring back recommendations on how to handle this situation. The committee discussed starting certain positions at a higher percentage on the wage schedule and going to more than 100% of the mid-point. Miller commented that it would be a good idea to have family members participate in the wellness program in addition to the employee. Motion Schultz, Bussey to enter closed session pursuant to Wisconsin Statutes §19.85(1)(c, e, i) for Discussion and Possible Action Regarding: Approval of closed session minutes of March 6, 2014. Motion Carried. Entered closed session at 5:17 Motion Schultz, Bennett to approve closed session minutes of March 6, 2014 Personnel Committee meeting. Motion Carried. Motion Schultz, Miller to return to open session. Motion Carried. Entered open session at 5:18pm. Miller reported that the Forestry office has exceeded $1 million in revenue already this year.
