Bayfield County Personnel Committee Meeting
4:00 PM, August 7, 2014
Emergency Operations Center, Bayfield County Annex Building, Washburn, WI
Members Present: Brett Rondeau, John Bennett, Dennis Pocernich, Harold Maki, William
Bussey
Members Excused: None
Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Assistant, Dee
Kittleson , Kay Cederberg, Bonnie Chivers
Meeting called to order at 4:00pm by Chairman Rondeau.
Public Comment: Maki commented on the number of pages included in the meeting packet.
Approval of Minutes: Motion Bussey, Bennett to approve minutes of the July 8, 2014 Personnel
Committee meeting. Motion Carried.
Personnel Reports for the first half of 2014: Abeles-Allison reviewed personnel related costs
for the first half of the year.
Item 4.4 (Employee Compensation) will begin discussion in open session: Abeles-Allison
explained that when the wage study was conducted, 40 positions were used to conduct a market
analysis. The wage study consultant provided an initial draft policy/process which included a
merit-based system supporting a performance based culture. The County Board made a
conscious decision to not implement a merit system the first year when the wage study was
implemented. A copy of the original recommendation by Wipfli was reviewed. The committee
discussed the pros and cons of merit pay and also alternatives to a strict merit system.
Suggestions included awarding annual across the board COLA increases, and also setting aside a
certain pot of money to be used in special circumstances for merit increases.
Motion Pocernich, Bussey to suspend the rules and allow Cederberg to comment. Motion
Carried.
Cederberg asked if this topic has been brought up at a department head meeting. She is not in
favor of merit pay. Concern that this would negatively impact morale.
Committee asked for feedback from other counties that have implemented a merit system and
how the system is working for them.
Motion Maki to drop this topic. Motion died for lack of a second.
Motion Bussey, Pocernich to have the County Administrator to talk with other counties on the
topic of merit pay and to discuss the topic with department heads. Motion Carried (4-1)
Motion Pocernich, Bussey to suspend the rules to allow Chivers to talk at this time. Motion
carried. Chivers provided an update on child support staffing. Both staff in her office are
anticipated to be leaving prior to the end of the year, one in September. Advertisement for both
positions will be published tomorrow. It would be the intent to hire the Specialist in time to
attend the mid-September new worker training.
Karen Johnson, Criminal Justice Risk Reduction Treatment Court Coordinator has submitted
resignation. Tony Benedict will be assisting in this program on an interim basis.
Cederberg and Chivers exited the meeting at this time.
Motion Bussey, Bennett to enter in and out of closed session pursuant to Wisconsin Statutes §19.85(1)(c,
e) for Discussion and Possible Action Regarding: Approval of closed session minutes of July 8, 2014,
Employee specific performance issues, Employee Compensation, and to
Discuss negotiation strategy for 2015 bargaining agreements. Motion Carried. Entered closed
session at 4:44 pm. Kittleson, Abeles-Allison and Kavajecz were allowed to remain in the closed
session.
Motion Bennett, Bussey to return to open session. Motion Carried. Returned to open session at
5:15pm .
Agenda topics should be forwarded to the County Administrator for the next meeting.
Meeting adjourned at 5:15pm.
