HomeMy WebLinkAboutPersonnel Committee - Minutes - 12/4/2014Minutes of the Bayfield County Personnel Committee Meeting 4:00 PM, December 4, 2014 Emergency Operations Center, Bayfield County Annex, Washburn, WI Members Present: John Bennett, Dennis Pocernich, William Bussey, Brett Rondeau Members Excused: Harold Maki, Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Assistant, Ben Dufford-Land Conservationist, Zak Radzak-Teamsters, Jacob Brandis-Teamsters, Martin Skaj- Teamsters, David Renz-Teamsters Meeting called to order at 4:00pm by Chairman Rondeau Public Comment: None Approval of Minutes: Motion Bennett, Pocernich to approve minutes of the December 2, 2014 Personnel Committee meeting. Motion Carried. Motion Bussey, Bennett to enter in and out of closed session pursuant to Wisconsin Statutes §19.85(1)(c, e) for Approval of closed session minutes of December 2, 2014, Discuss negotiation strategy with regard to Teamsters Local 346, Consider compensation, performance evaluation data and reclassification requests of specific employees. Motion Carried. Ben Dufford was permitted to remain in the closed session for the Reclassification discussion. Entered closed session at 4:05pm. Motion Bennett, Bussey to enter open session. Motion Carried. Returned to open session at 4:30pm. Teamster representatives joined the meeting at this time. Introductions were made around the room. Abeles-Allison proposed 1.57% increase as allowed by law. Teamsters stated that they appreciated that the county was willing to allow for the maximum. Tentative agreement reached at 4:32pm. Agreement will also reflect mid-year increases that employees are entitled to. Renz requested to be placed on the next Personnel Committee agenda to explain his position on morale. The committee agreed to allow him to be placed on the agenda for January. Teamsters stated that they do not need to have a vote to ratify the wage adjustment, it is accepted. Compensatory Time Policy: Motion Bussey, Bennett to approve increasing the maximum amount of compensatory time to be accumulated from 5 days to 7 days. Motion Carried. Leave Without Pay Policy: Department Heads have requested that they be given authority to approve leaves without pay without requiring County Administrator approval. The maximum amount of unpaid leave that a Department Head could approve would be 2 weeks per year. Motion Bussey, Pocernich to approve modifying the leave without pay policy to authorize County Department Heads to approve leaves up to 2 weeks per year, requiring that the County Administrator be notified of the leaves. Motion Carried. Reports: • Pay for Performance Update: Department Heads heard presentations from a couple of organizations utilizing a pay for performance system. Abeles-Allison reported that both representatives explained that it is a lengthy implementation process and should involve all levels of the organization, with a strategic plan in place. Bennett reported that he attended a presentation at the WCA Conference on this topic and it was very informative. • Payroll Financial Report: To be presented at the next meeting.
