Bayfield County Personnel Committee Meeting

Maki
Members Excused: None
Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Assistant,
WPPA Representatives: Jeryl Vonderheid, Anthony Budreau, Edward McKillip, Andrew Mika,
Kevin Susienka
Meeting called to order at 4:00pm by Chairman Rondeau
Public Comment: None
Approval of Minutes: Motion Bussey, Bennett to approve minutes of the December 4, 2014
Personnel Committee meeting. Motion Carried.
Motion Maki, Pocernich to enter in and out of closed session pursuant to Wisconsin Statutes
§19.85(1)(c, e) for Approval of closed session minutes of December 4, 2014, Discuss negotiation
strategy and Negotiations with WPPA Local 216, Consider compensation, performance
evaluation data and reclassification requests of specific employees. Motion Carried. Entered
closed session at 4:02pm.
Motion Bussey, Maki to return to open session, but reserve the right to return to closed session.
Motion Carried. 4:55pm.
Abeles-Allison provided a handout outlining a summary of wage activities in 2014.
The committee discussed how to calculate wages for employees that apply for new positions
internally when their current wage is higher than the median of the new position on the wage
schedule. Abeles-Allison reported that these employees are given a 2% wage increase.
Motion Bussey, Pocernich to return to closed session at 5:12pm. Motion Carried.
Motion Bennett, Maki to return to open session. Returned to open session at 5:52pm. Motion
Carried.
Payroll Report: Abeles-Allison reviewed the payroll report comparing the current year with the
previous year. He also provided a 4-year trend of payroll/benefit expenses.
Rondeau requested an estimate on the cost of adding another full-time officer in the Sheriff’s
Department.
The committee returned to the discussion of internal application to a different position. The
consensus of the committee was that a 2% wage increase was intended to only be offered in the
case of reclassifications within the same position, such as Clerk I, II, III or Social Worker I, II,
III, and that if an employee applies for a totally different position, they would follow the new
wage schedule for that position.
Meeting adjourned at 6:04 pm.
