Bayfield County Personnel Committee Meeting
4:00 PM, March 5, 2015

Members Present: John Bennett, Dennis Pocernich, William Bussey, Brett Rondeau, Harold
Maki
Members Excused: None
Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Assistant
Meeting called to order at 4:00pm by Chairman Rondeau
Public Comment: Maki asked what the status of Meyers is. Abeles-Allison and Pocernich
confirmed that she is still a member of the board indefinitely.
Approval of Minutes: Motion Pocernich, Maki to approve minutes of the February 5, 2015
Personnel Committee meeting. Motion Carried.
Occasional Part Time Jailer and CCO wages: Recommendation that PT Jailer and CCOs be
increased to $14 once 600 hours have been worked. These employees start at $10/hr, then
increase to $12.50 after 99 hours worked.
Motion Bussey, Bennett to establish the wage schedule for PT Jailers and CCO’s to increase to
$14/hr after 600 hours worked. Discussion took place regarding the starting wage and whether
there has been any difficulty recruiting part-time employees. There are no benefits associated
with these positions. Consensus of the committee is to gain feedback from the Sheriff regarding
the starting wage for part-time staff and to discuss this at a future meeting. Motion Carried.
Personnel Topic Review
1. Pay and Position Adjustment: Abeles-Allison reviewed a memo that was
distributed to Department Heads recently and asked for any questions from the
committee. The memo outlines the process/timeline for reclassifications, major/minor
job description modifications and new position requests. It was noted that the
Personnel Committee will take action on any MAJOR job description changes,
whereas the County Administrator may approve minor job description changes.
2. Position review, wage comparison: Limited funding was included in the 2015
budget to conduct a wage study/comparison for specific positions. Cost is
approximately $250 per position.
Reports:
• YTD 2015 Payroll Financial Report: Reviewed the report for the first 2 months of the
year.
• Personnel Summary, New Hires and Advertisements: Advertising for part-time
employees in highway and sheriff’s department, Assistant Zoning Administrator,
Fairgrounds Caretaker, Agriculture Research Assistant-UW Extension, FT Deputy
Sheriff, Aquatic Invasive Species Coordinator (grant funded contracted position),
• Voluntary Insurances: AFLAC, Delta Dental insurances have been offered to
employees, with approximately 20% of employees participating.
• Health Insurance and Wellness: Security Health Loss ratio for January is 99%.
Wellness program called Colorful Choices will begin next week. Minute to Win It
competitions have been taking place every 2 weeks during lunch periods. Spring
Wellness Fair will take place in early April and will be open to the general public.
Motion Bennett, Bussey to enter in and out of closed session pursuant to Wisconsin Statutes §19.85(1)(c)
for Approval of closed session minutes of February 5, 2015, and to Discuss performance evaluation
data of any public employee over which the governmental body has jurisdiction or exercises
responsibility including the review of Exit interviews and Personnel Evaluations. Motion Carried.
Entered closed session at 4:50pm.
Motion Maki, Bennett to return to open session. Motion Carried. Returned to open session at
5:15pm.
Meeting adjourned at 5:16pm.
Comment from Maki that he would like to follow-up on the comments made by Equipment
Operator Renz at a previous meeting. This item to be placed on the next agenda.
