Bayfield County Personnel Committee Meeting

Meeting called to order at 4:00pm by Chairman Rondeau
Public Comment: None
Approval of Minutes: Motion Bussey, Maki to approve minutes of the March 5, 2015
Personnel Committee meeting. Motion Carried.
Temporary or grant funded contract positions and terms: Abeles-Allison reported that there
are between 15-20 employees that are contracted through an employment agency. These are
temporary, grant funded or occasional part-time positions. The company we have used in the past
is going out of business. With the implementation of the affordable care act, any employer must
offer health insurance to an employee that works a minimum of 30 hours per week. The
committee discussed options for health insurance coverage.
Motion Bussey, Bennett to offer a 50/50 employee only plan for contracted employee with the
contractor required to offer the insurance to qualified employees.
Historically, limited term employees have been contracted. Abeles-Allison provided rationale
for hiring grant or limited term employees that work less than 30 hours per week as county
employees. This would save the administrative cost of the contract. Motion Carried.
Request from the committee to bring a list of current contract employees to the next meeting
along with an analysis and recommendation on whether to make them a county employee or
continue as a contracted employee.
Comments Received from Equipment Operator at the February 5, 2015 Personnel
Committee meeting: Responses to comments received at the February 5th meeting were
reviewed.
Motion Pocernich, Bennett to dispense with the rules and allow Renz to respond/comment at this
time. Motion Carried.
Renz clarified that his comments were based on figures compiled by the Highway Account Clerk
with regard to take home pay decreases. Renz commented that the wage study showed that
Equipment Operators were being underpaid and cost of living increases have only brought them
up to the wage now that was identified as the median back then. Renz commented that many of
the Equipment Operators are not interested in participating in the wellness program. Renz
expressed that it is frustrating to receive straight time if they work on the weekends when they
have used other paid leave time during the regular work week. Renz expressed appreciation for
retaining the HRA and for pay increases.

Personnel Policy, section 3.19 Call-Outs: A handout was provided with comments from the
Human Services Department outlining concerns with the call-out policy. Suggestion was made
by the committee to have the Human Services Director meet with the committee to further
explain the role of Family Services Social Workers and discuss the request.
Wage Schedule: Abeles-Allison reported that several departments are formulating requests for
wage/position adjustments that will be presented to the Personnel Committee in the near future.
Reports:
• YTD 2015 Payroll Financial Report, end of March: Overall, personnel expenses are up
about $23,000 over the same time last year.
• Personnel Summary, New Hires and Advertisements were reviewed.
• Health Insurance and Wellness: 119% utilization in February. Colorful choices program
is currently underway. Review of the major findings with regard to employee wellness.
The committee did not go into closed session.
