HomeMy WebLinkAboutPersonnel Committee - Minutes - 6/10/2015Minutes of the Bayfield County Personnel Committee Meeting 4:00 PM, June 10, 2015 Emergency Operations Center, Bayfield County Annex, Washburn, WI Members Present: John Bennett, Brett Rondeau, Harold Maki, William Bussey, Dennis Pocernich (4:10pm) Members Excused: Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Assistant, Elizabeth Skulan-Human Services Director, Anita Haukaas-Family Services Manager, Craig Parks-Maintenance Supervisor, Jeff Lightner, Kay Cederberg-Clerk of Court, Tom Toepfer- Highway Commissioner, Rob Schierman-Planning & Zoning Director, Pat Bruno, Jason Bodine- Forestry Director Meeting called to order at 4:00pm by Chairman Rondeau Public Comment: None Received Approval of Minutes: Motion Bennett, Maki to approve minutes of the May 7, 2015 Personnel Committee meeting. Motion Carried. Wage level reassessment request and comparables for 2016: Abeles-Allison explained that two types of requests will be considered at this meeting: Wage adjustments to a wage level for existing positions and actual job description changes that would cause a position to change wage level on the wage schedule. 5 positions were requested for review in the Forestry Department. Bodine explained where he got his data for wage comparables for the Forestry Department Positions. He noted that Federal comparables were not included in the original WIPFLI study. Bodine intends to conduct the wage analysis every couple of years for his department positions as part of his regular department oversight. Pocernich arrived at 4:10pm Abeles-Allison stated that comparisons should be conducted on a consistent basis, using the same resource (WIPFLI) to ensure that the analysis is consistent across all departments and positions. An analysis through WIPFLI would be at a cost of $300 per position. There is currently $1800 in the budget for this. Comment from Bennett that job descriptions must accurately reflect the duties and qualifications of each position. Motion Bussey, Pocernich to defer action on this topic until the first meeting after the August deadline for reclassification requests. Roll Call: Rondeau-Yes, Pocernich-Yes, Maki-No, Bussey-Yes, Bennett-No. Motion Carried 3-2 Vacation accrual schedule: Abeles-Allison reviewed that this request was identified through feedback in exit interviews. The Human Services Department has specifically identified this topic as a barrier to employment. Suggestion was made to allow the 8 days of sick leave accrued in the first year of employment to be used as sick leave or vacation time during that first year. Motion Bussey, Bennett to modify the policy to allow sick leave accrued during the first year of employment to be used as either sick leave or vacation during the first year. Comment was made by Cederberg that employee in the first year would have more vacation than in the second year. Rebuttal was that the second year the employee would actually have 13 days of paid leave if you add sick and vacation allocations. The idea is to allow the employee the option to use their sick leave for other purposes, not in addition. Motion amended to include a policy effective date of June 10. Roll Call: Bennett-Yes, Pocernich-yes, Maki-No, Bussey-Yes, Rondeau-yes. Motion Carried 4-1. Motion Pocernich, Bennett to enter in and out of closed session pursuant to Wisconsin Statutes §19.85(1)(c) for the purpose of: Approval of closed session minutes of May 7, 2015, Discussion and possible action regarding Wage and classifications a. Forestry b. Highway c. Planning and Zoning d. Maintenance e. Clerk of Court Wage considerations and Negotiations and to review Exit Interviews. Entered closed session at 4:43pm. Motion Bennett, Bussey to return to open session. Motion Carried. Returned to open session at 6:00pm. Reports: • YTD 2015 Payroll Financial Report, end of May: Provided in the meeting packet. • Personnel Summary, New Hires and Advertisements: A list of new hires and recruiting efforts over the last month were reviewed. • Health Insurance Summary: The utilization dropped significantly in May.
