Bayfield County Personnel Committee Meeting

Emergency Operations Center, Bayfield County Annex, Washburn, WI
Members Present: Brett Rondeau, William Bussey, Dennis Pocernich (4:20), John Bennett
Members Excused: Harold Maki
Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Assistant, Jeff
Lightner, Craig Parks, Denise Tarasewicz, Patricia Olson, Kay Cederberg, Rob Schierman,
Representing WPPA: Jeryl Vonderheid, Andy Mika, Mike Kastern, Ed McKillip
Public Comment: Jeff Lightner provided a handout for the committee and explained that he has
been to the committee 3 times and feels that he has gotten nowhere. Lightner reviewed his
handout and asked for a written explanation of why a wage increase in accordance with his
request would not be warranted. In response to a question by Bennett, Lightner stated that he is
currently making $17.20 per hour, which was retroactive to March of 2015.
Approval of Minutes: Motion Bussey, second by Bennett to approve minutes of the August 25,
2015 Personnel Committee meeting. Motion Carried.
Motion Bennett, second by Bussey to enter in and out of closed session pursuant to Wisconsin
Statutes §19.85(1)(c, e) for the purpose of discussion and Possible Action Regarding: Approval
of closed session minutes of August 25, 2015 and to Discuss Negotiation Strategy regarding
WPPA Local 216. Motion Carried. Entered Closed Session at 4:06pm. Bennett, Pocernich
(4:20), Rondeau, Bussey, Abeles-Allison, Kavajecz remained in the closed session.
Motion Pocernich, second by Bennett to return to open session. Motion Carried. Returned to
open session at 4:40pm.
Rob Schierman, Andy Mika, Ed McKillip, Mike Kastern, Jeryl Vonderheid entered the meeting
at 4:40pm. Introductions were made around the room.
Exchange of proposals with WPPA Local 216. Vonderheid provided a copy of the initial
proposal from WPPA and reviewed the details.
Abeles-Allison distributed the county’s initial proposal and reviewed the details.
Both groups caucused at 5:02pm.
Motion Bennett, second by Bussey to enter in and out of closed session pursuant to Wisconsin
Statutes §19.85(1)(c, e) for the purpose of discussion and Possible Action Regarding:
Negotiations with WPPA Local 216, Reclassification requests and 2016 Wage Adjustments.
Motion Carried. Entered closed session at 5:02pm. Committee members, Abeles-Allison and
Kavajecz remained in the closed session.
Motion Pocernich, Bussey to return to open session. Motion Carried. Returned to open session
at 5:46 pm.
Kay Cederberg and Charlie Carlson entered the meeting at this time.
Wage Schedule Update: Abeles-Allison introduced Charlie Carlson with Carlson Dettman
Consulting. Introductions were made around the room. A proposal for consulting services was
provided for the committee to review. Mr Carlson explained that the state is broken into several
regions. The are 20 counties in the Northern Region. Carlson Dettman has constructed pay plans
for 7 of those counties. A system for internal equity as well as appropriate market data is
important when developing a pay plan. Ie: Local comparables for lower level wage jobs, but a
more broad set of comparables for the more professional/management positions that require a
larger area to draw applicants from.
Recommendation is to do a full wage analysis with a market analysis to determine benchmarks
on at least 50 of the 75 positions. First to identify market comparables for each position
depending upon the labor market for each position. Also need to look at the full compensation
package, including health insurance.
Dettman stated a cost of $10,000 for an analysis of the current wage system and $30,000 for a
full redo of the wage schedule, analysis and implementation plan.
Motion Pocernich, second by Bussey to forward a recommendation to the Executive Committee
to authorize a complete new wage study contracted through Carlson Dettman at a cost not to
exceed $40,000. Motion Carried (4-0) .
