HomeMy WebLinkAboutPersonnel Committee - Minutes - 12/3/2015Minutes of the Bayfield County Personnel Committee Meeting 4:00 PM, December 3, 2015 Emergency Operations Center, Bayfield County Annex, Washburn, WI Members Present: Brett Rondeau, William Bussey, Dennis Pocernich, Harold Maki Members Excused: John Bennett Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Assistant, Kenneth Jardine, Elizabeth Skulan-Director of Human Services, Meeting called to order at 4:00pm by Chairman Rondeau. Public Comment: None Approval of Minutes: Motion Maki, Bussey to approve minutes of the November 5, 2015 Personnel Committee meeting. Motion Carried. Bullying Policy: Abeles-Allison reported that this draft policy was compiled primarily based on the Taylor County policy, with some modifications. The committee was asked to review the policy. It will be shared with Department Heads for input and be brought back to this committee for final adoption at a future meeting. Discussion was held regarding how the policy will be enforced and suggestion was made that all issues of bullying should be reported to the Personnel Committee. Motion Bussey, Pocernich to direct Abeles-Allison to get department head input on the draft policy and bring those comments back to the Personnel Committee for final consideration. Motion Carried. Educational Reimbursement Policy: Abeles-Allison reported that there are currently 4 Social Workers with temporary licenses. These employees are required to take additional schooling and testing to obtain their Social Work License within 2 years of obtaining their temporary license. Skulan reported that the cost of the additional schooling has increased significantly (about $5,000) and the schooling is only currently available in Wausau requiring extensive travel. Additional options to assist employees in obtaining the required licensure will be investigated and discussed in January. Wage Study and Job Description Review: Reviewed an update from Carlson-Dettman Consulting with the status of wage study data evaluation. Carlson-Dettman plans to meet with the Personnel Committee and individual department heads on January 7, 2016 to review preliminary recommendations. A potential special county board meeting specific to the wage study may be scheduled for January 19, 2016. Abeles-Allison reported that job descriptions were updated with input from Department Heads. Standardization was incorporated for qualifications for clerical positions. Motion Pocernich, Bussey to enter in and out of closed session pursuant to Wisconsin Statutes §19.85(1)(c, e,f) for the purpose of discussion and Possible Action Regarding: Approval of closed session minutes of November 5, 2015, Discussion regarding specific personnel issues and Discussion regarding employee compensation. Motion Carried. Entered Closed Session at 4:36pm. Skulan was invited to remain for a portion of the closed session. Motion Maki, Bussey to return to open session. Motion Carried.
