John Bennett, William Bussey Members Excused: Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Assistant, Patrick Glynn-Carlson Dettman Consulting, Kathy Wendling, Elizabeth Skulan, Craig Parks, Jeff Lightner, Jason Bodine, Patricia Olson, Denise Tarasewicz, Kay Cederberg, Terri Kramolis, Fred Strand Meeting called to order at 4:00pm by Chairman Rondeau. Public Comment: None Approval of Minutes: Motion Maki, Pocernich to approve minutes of the December 3, 2015 Personnel Committee meeting. Motion Carried. Wage Study Presentation; Patrick Glynn-Carlson Dettman Consulting: Patrick Glynn explained that he has met with each Department Head. He reviewed the process to date including: review of job descriptions and establishment of internal hierarchy of positions, gathered market data for comparison. There are 3 questions the committee/board will be asked to provide direction on: 1) What is our market? Identify sufficient benchmarks. Sufficient number of comparable employers (minimum of 10), data from relevant sectors (public, private). Glynn pointed out that data is used from the Northern tier of the state (counties) as well as data from the Bureau of Labor and Statistics for Northern Wisconsin and the Duluth/Superior area. 2) Where does the county want to position itself in the labor market (high, low, average)? What is the impact of benefits along with wages. Glynn explained how the various data is weighted (public –vs- private) for General, Professional and Management Level positions. 3) What type of Pay Structure/ Plan Design does the county want to move forward with: Step, Merit Based, or a combination. Glynn reviewed the process that was used to analyze each position, based on the job description that was provided. The job descriptions were evaluated and scored on 5 factors. These were reviewed in the presentation. Once each job description was scored, it determined a hierarchy based on the scores. The hierarchy was reviewed to identify any inconsistencies that could indicate that changes should be made to a job description or title. This process is used to identify internal consistency (ie a subordinate is not ranked higher than a supervisor etc). Glynn explained the various options for pay schedules including: step, merit, or a combination. He explained how his organization typically sets up a step structure. A Step plan is typically 87.5%-112.5% of the market with 2.5% incremental steps. Motion Pocernich, Bussey to recommend utilization of a step structure to the County Board. Motion Carried (4-1) Request was made by the committee for 5-year turn-over rate data at the next meeting. E-Cigarette Policy: Terri Kramolis reported that the Board of Health has recommended including eCigarettes as part of the county’s no smoking policy. Motion Pocernich, Bennett to recommend to the County Board the adoption of the eCigarette policy. Motion Carried. Bullying Policy: A revised policy was provided, which incorporates changes suggested by Department Heads. Motion Bussey, Pocernich to add the bullying policy to the County Personnel Policy Manual. Motion Carried. Maki was absent for the vote. Educational Policy: Proposed policy was presented by Abeles-Allison. The draft policy was formed by merging several policies currently in place in other counties. Motion Bussey, Bennett to approve the education tuition reimbursement policy with the following modifications: Reimbursement will be made up to the amount allocated for this purpose annually by the County Board and to add language that if an employee leaves leave employment within one year of completing their coursework, monies may be withheld from the final paycheck to reimburse the tuition assistance. Motion Carried (4-1) The committee took a short break at this time. All non-committee members exited the meeting. Abeles-Allison assumed minute-taking duties. Motion Bennett, Pocernich to enter in and out of closed session pursuant to Wisconsin Statutes §19.85(1)(c) for the purpose of Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility; and §19.85(1)(e) Conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Discussion and possible action may take place regarding: Approval of closed session minutes of December 3, 2015, Specific Compensation Issues §19.85(1)(c), and to discuss Compensation involving collective bargaining unit(s) §19.85(1)(e).Motion Carried. Entered closed session at 5:55pm Motion Maki, Bussey to return to open session. Motion Carried. Returned to open session at 6:03pm. Meeting adjourned at 6:05pm.
