HomeMy WebLinkAboutPersonnel Committee - Minutes - 3/9/2016Minutes of the Bayfield County Personnel Committee Meeting 4:00 PM, March 9, 2016 Emergency Operations Center, Bayfield County Annex, Washburn, WI Members Present: Brett Rondeau, Dennis Pocernich, Harold Maki, William Bussey Members Excused: John Bennett Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Assistant, Nikki Revak, Meeting called to order at 4:00pm by Chairman Rondeau. Public Comment: None Approval of Minutes: Motion Maki, Pocernich to approve minutes of the January 7, 2016 Personnel Committee meeting. Motion Carried. Wage Study Implementation Policy: Abeles-Allison reviewed the steps and process for appealing the results of the wage study. An Intent to appeal was received from 32 employees representing 22 positions. 16 individuals then filed actual appeals after reviewing the data from the consultant. Department Heads are currently reviewing the data that employees based their appeals on. Carlson Dettman will be here later in March to review the data and Department Head recommendations. A recommendation will then be made to the Personnel Committee regarding these appeal requests. The committee inquired what the primary concerns of employees are. Abeles-Allison shared a couple of unique concerns that have been brought up by specific employees that do not fall within the parameters of the appeal process. The committee will evaluate these concerns on an individual basis. The committee briefly discussed how reclassifications would be considered in the future. This will be discussed further at a future meeting. Suggestion was made to ask one department head per meeting to come and give a report of their department and any concerns they may have. Abeles-Allison reviewed the policy for “Red Circled” employees, those that are paid wages higher than the highest step of the wage schedule for their Grade. Four current employees are red circled. In this instance these employees will receive a “bonus/stipend” at the end of the year. The payment will be based on the employee’s gross wage and will be equivalent to the cost of living adjustment that was used as an adjustment to the wage schedule. Motion Bussey, Pocernich to approve a policy in which employees that are Red Circled be given a bonus in the amount of the annual cost of living at the end of the year, or to be pro-rated if the employee leaves employment mid-year. Motion Carried. A policy clarification was discussed regarding when new employees progress to the second step of the wage schedule. Motion Bussey, Pocernich to approve a policy in which employees hired prior to July 1st will move to the second step of the wage schedule on January 1 of the subsequent year. Employees hired after June 30th will receive the wage schedule adjustment on January 1st of the subsequent year, but will not progress to the second step of the wage schedule until the second January 1st. Motion Carried. State Health Insurance Opt Out Program: Abeles-Allison reviewed the plan that the state has recently announced for state employees. The consensus of the committee was not to consider this option at the current time. Occasional Employee Wage Schedules: A draft wage schedule for occasional part-time employees was distributed for discussion. Further research and input will be received on this topic. Interim Position Occupancies: AnneMarie Coy has been filling in as Interim Health Director. The committee discussed authorizing an interim pay for these duties. The consensus of the committee was to approve placing Coy at Grade Q, Step 1 while she serves in the interim capacity. Coy will revert to her previous wage upon completion of the interim duties. Reports: a. End of year payroll financial report: Overall, the county payroll expenses were up about $227,000 over the previous year. Abeles-Allison noted that several new employees were added to the payroll in 2015 that had not previously been on the payroll. b. Year to date education policy utilization: Two employees have requested the tuition reimbursement program so far. c. Health Insurance Summary, end of January 2016 and 2015: 84% was the final experience for 2015. The first month of 2016 was 112% experience. Motion Pocernich, Bussey to enter in and out of closed session pursuant to Wisconsin Statutes §19.85(1)(c) for the purpose of approval of closed session minutes of January 7, 2016. Motion Carried. Entered closed session at 5:23 pm Motion Bussey, Maki to approve closed session minutes of January 7, 2016. Motion Carried. Motion Pocernich, Maki to return to open session. Motion Carried.
