Meeting called to order at 2:00pm by Chairman Rondeau.
Public Comment:
Approval of Minutes: Motion Maki, Pocernich to approve minutes of the March 9, 2016
Personnel Committee meeting. Motion Carried.
Wage Study Appeals: Abeles-Allison reviewed the timeline and process of the wage study
conducted by Carlson-Dettmann Consulting. The revised wage schedule was adopted effective
January 1, 2016, placing employees at the step that reflected a minimum of a 1% wage increase
over their 12/31/2015 wage. The implementation provided for an appeals process, where
employees could file an intent to appeal in order to see the scoring assigned by the consultant. 23
employees filed intents. Employees signed non-disclosure agreements and received their
individual scores. Based on that information employees could then file their actual appeal with
documentation supporting the reasons they disagreed with the Carlson Dettmann scoring.
Patrick Glynn with Carlson-Dettmann joined the meeting via telephone. Glynn explained that
the appeals were reviewed and appropriate adjustments are being recommended. While some
positions may have received additional points during the appeal process, they may not have
increased enough points to move the position to a higher grade on the wage schedule. He
emphasized that the goal is to assess the positions correctly as far as points. Glynn reviewed the
results of the appeals, which were provided on a handout. Each position was discussed. The
committee discussed how the proposed modifications may impact the wages/step that the
employees in those positions are placed at. Abeles-Allison explained that the employees would
still be placed at the step/wage that reflects at least a minimum of 1% increase over their 2015
wage.
Glynn explained what is proposed as a “task rate” for the Mechanic/Lead Mechanic and
Patrolman positions. He emphasized the importance of identifying a specific list of equipment
and minimum amount of time that would be applicable to the task rate. The task rate for
Mechanic would be in place when the Shop Foreman was off work.
Motion Pocernich, Maki to suspend the rules and allow the Highway Commissioner to speak to
the committee. Motion Carried.
Toepfer stated that he agrees with a task rate as discussed.
The committee discussed how new positions or future duty changes are addressed. Glynn
explained that what most employers do is to re-evaluate positions that have had significant
changes annually, so the first review period would be effective January 2017.
The committee discussed hearing from each of the departments that is unhappy with the wage
study results to learn what their concerns are before they take action on the appeals.
Motion Maki, Pocernich to invite departments to the Personnel Committee to hear their concerns
with regard to the wage study. Motion Carried.
Occasional Employee Wage Schedules:
Motion Pocernich, Maki to suspend the rules and allow Clark to join the committee for the
discussion. Motion Carried.
A draft Part-Time wage schedule was provided. The proposed schedule incorporates part-time
positions into the wage schedule used for all other regular employees. The committee reviewed
the proposal as provided by the Sheriff’s Department. A handout of this proposal was included
with the meeting packet. Toepfer commented that he would like to see a system where seasonal
employees that return the subsequent year receive a slight increase. After further discussion it
was determined that it would be inequitable to incorporate a longevity increase and that these
employees would receive the cost of living adjustment afforded to all other employees.
Motion Pocernich, Maki to adopt the proposed occasional employee wage schedule as
presented, with the note that PT Jailers would start at 75% of the starting wage and PT CCOs
would start at 90% of the starting wage. Motion Carried.
Department Discussion with Committee: Tabled
Reports:
a. End of March payroll financial report: Reviewed. No significant variances from the
previous year.
b. Year to date education policy utilization: Average of 120% utilization for the first 2
months of the year, which has been the trend.
c. Health Insurance Summary, end of February 2016: 2 employees currently participating.
Motion Maki, Pocernich to enter in and out of closed session pursuant to Wisconsin Statutes
§19.85(1)(c) for the purpose of Approval of closed session minutes of March 9, 2016 and to
consider employment, promotion compensation or performance evaluation data of any public
employee over which the governmental body has jurisdiction or exercises responsibility:
specifically, discussion and possible action regarding wage study implementation concerns of
specific employees. Motion Carried Entered Closed session at 3:37pm
Motion Pocernich, Maki to return to open session. Motion Carried. Returned to open session at
3:58pm.
Meeting adjourned at 3:58pm.
