Meeting called to order at 4:00pm by Rondeau
Public Comment: None
Approval of Minutes of the September 1, 2016: Motion Bussey, Maki to approve minutes of
the September 2, 2016 Personnel Committee meeting. Motion Carried (5-0)
Starting Wage for Part-Time Jailers and Transport Officers: Abeles-Allison explained that
the starting wage for Part Time Jailers was set at 80% of the starting wage for full time
employees on the wage schedule. The Sheriff’s Committee has recommended to increase the
starting wage to the starting wage on the wage schedule, as is done for other Part Time
employees. Part Time employees remain at the starting wage and do not progress through the
steps on the wage schedule.
Abeles-Allison also recommended that transport officers doing secure transports be paid at the
same starting wage as Jailers. Question was posed whether this would be within the existing
budget.
Motion Bussey, Pocernich to set the starting wage for Part Time Jailers and Transport officers
at the starting wage on the wage schedule effective immediately. These employees shall remain
at the starting wage and receive adjustments as the wage schedule is adjusted. Motion Carried
(5-0)
Future Health Insurance Plan Design Considerations and: Bob St Arnold, health insurance
consultant with Marsh & McLennan provided a history of utilization for 2016, which is currently
reflecting 130%. If no changes are made to the plan in 2017, a 13% rate increase is proposed.
Ten (10) alternate plan design options were provided for review.
St Arnold explained that Security Health is mandating that the max out of pocket for HMO and
POS must be increased and are reflected in the 13% increase plan. 32 of 132 employees
participate in the current HMO plan.
HMO Option 1 was reviewed. This plan reflects increases in co-pays and introduces a 4 tiered
pharmacy plan. This plan reflects an 11% premium increase.
HMO Option 2: Increased Deductible for single, but reduced deductible for family. This plan
reflects increases in co-pays and introduces a 4 tiered pharmacy plan. This plan reflects an 7.7%
premium increase.
HMO Option 3-5: Introduces a High-Deductible Health Plan. These plans cannot have an office
visit or pharmacy co-pay. This plan reflects a 2% premium decrease. These plans can only utilize
an HSA (not HRA). All office visits and pharmacy costs apply to the deductible. The plans still
include preventive provisions. Option 4 includes a preventive prescription provision, where the
plan provides specific drugs at no cost/co-pay to the employee.
POS Option 6: Same as HMO Option 1, but increases the out of network deductible and co-
insurances. This plan reflects an 11.9% premium increase.
POS Option 7: Similar to HMO Option 2, but increases the out of network deductible and co-
insurances. This plan reflects an 8.6% premium increase.
POS Options 8-10 introduce a high-deductible plan. These plans can only utilize an HSA (not
HRA). All office visits and pharmacy costs apply to the deductible. The plans still include
preventive provisions. Option 9 includes a preventive prescription provision, where the plan
provides specific drugs at no cost/co-pay to the employee. Plan changes reflect premium
decreases from 2.3 to 19%.
Abeles-Allison explained the difference between the HRA and HSA. HRA, the money is only
paid out if the employee has an eligible expense. With and HSA, the money goes to the
employee up front and they decide how to use the funds.
The state pays for a “base plan” for state employees. If employees want a richer coverage, the
employees pay the difference.
Abeles-Allison suggested that an employee group be formed to review these, or other options
and bring their ideas/suggestions back to the committee in November. Suggestion was made to
eliminate the extremely high deductible options before forwarding the plan options to employees
for analysis.
Motion Bussey, Coughtry to enter into closed session pursuant to Wisconsin Statutes
§19.85(1)(c,e) for the purpose of approval of closed session minutes of September 1, 2016; to
conduct other specified public business, whenever competitive or bargaining reasons require a
closed session, specifically to discuss strategy with regard to WPPA and Teamster labor
negotiations. Mindy Dale was invited to remain in the closed session. Motion Carried (6-0)
Entered closed session at 4:50pm.
Motion Maki, Pocernich to return to open session. Motion Carried. Returned to open session at
5:22pm. A 5 minute break was observed.
The committee returned to open session to exchange proposals with WPPA Local 216.
Ed McKillip, Andy Mika, Mike Kastern, Rich Burghaus joined the meeting, representing WPPA.
Introductions were made around the room.
Dale shared a hard copy of the County’s initial proposal and reviewed the proposal. Abeles-
Allison made a statement thanking the employees for the work that they do.
Dale explained the rationale behind the worker’s compensation supplemental pay proposal. The
employee would need to utilize sick leave to supplement worker’s compensation payments
during the first year if desired. After 1 year, the employee would no longer accrue sick/vacation
benefits and would need to COBRA health insurance.
Proposal that employees pay 12% of health insurance premiums.
Elimination of longevity pay (potentially wrap that in to wages)
Sick leave not to count as time worked for computation of overtime.
Burghaus asked for clarification on the health insurance contribution. County clarified that the
intent is to increase the employee contribution by 2%.
Comment from McKillip that it is very inconvenient to complete the health risk assessment.
Perception is that it is a “hoop” that is unnecessary.
WPPA shared a hard copy of their initial proposal.
1) Elimination of “Deputies will cover up to 10 shifts per month from 3:00am to 7:00am.”
2) Increase comp bank max accrual from 100 to 120 hours.
3) Increase vacation: 140 hours after 10 years, 240 hours after 25 years
4) All employees whose regular shift is ten hours shall accumulate these hours for sick time
accrual as a ten hour shift.
5) Once employee reaches max accumulation of sick leave, payout of half days for
accumulations beyond that point.
6) Fair and equitable wage increase
7) 2 year agreement
Both groups caucused at 5:46pm.

Teamster labor negotiations and to negotiate with WPPA Local 216. Motion Carried. Entered
closed session at 5:46pm.
Motion Coughtry, Pocernich to return to open session. Returned to open session at 7:28pm.
The committee discussed future meeting times. Motion Pocernich, Coughtry to schedule future
Personnel Committee meetings on the first Thursday of the month to be held at 4:30pm. Motion
Carried (5-0)
