Bayfield County Personnel Committee Meeting

Meeting called to order at 4:30pm by Rondeau
Public Comment: Steve Probst provided input from the Employee Focus Group (see handout)
1. Offer both options #14 & #18 to employees.
2. Keep HMO and POS options.
3. Keep HRA as presented in options #14 & #18. Allow it to be used for more than deductible
(vision, dental, coinsurance). Allow use of rollover HRA.
4. Keep FSA.
5. Keep employee percentage of premium at 10% (15% without wellness) across all options
in #1.
6. HSA research for possible use in 2018.
7. Do not add plan choice disincentives outside plan design.
8. Keep employee insurance design committee together to work on 2018 plan.
Approval of Minutes of the October 6, 2016: Motion Pocernich, Bussey to approve minutes of
the October 6, 2016 Personnel Committee meeting. Motion Carried (4-0)
Health Insurance Plan Design: Abeles-Allison reported that current utilization is at 130% of
premium, which is driving premiums up for 2017. Health insurance company is anticipating
continued high utilization.
Coughtry arrived at the meeting at this time.
Abeles-Allison reviewed the current Traditional Health plan, with deductible, Co-insurance, co-
pays and the current HRA contributions. The difference between a High Deductible Plan and a
Traditional plan was explained with the primary difference being that there are no co-pays in the
High Deductible Plan and employees pay full cost of medical procedures/office visits until they
reach the deductible.
Abeles-Allison reviewed a summary document which compared the current plan design and
Options 4 and 18 High Deductible Health Plans with HMO and POS options. Bob St Arnold
explained that it is difficult to find a provider in the immediate area that is not covered under the
HMO plan.
The committee discussed the employer/employee contribution rates.
Comment from Bussey that his preference is Option 18. He commented that with the employee
wage increases as a result of the wage study, fully funding of new positions in 2017, plus a half
percent wage schedule adjustment, a 1% increase in employee share of premiums is reasonable.
The committee reviewed the points presented by the employee focus group.
1) Offer both Options 14 and 18 (Traditional and High Deductible)
2) Keep HMO and POS options
3) Allow HRA to be used for more than the deductible.
4) Keep FSA. FSA card could be offered in 2017
5) Keep employee percent of premium at 10%
6) Continue to research HSA in 2017.
7) Do not add plan choice disincentives outside of plan design.
8) Keep Focus Group together and functional for 2017.
Motion Bussey, Coughtry to adopt option 18 (HMO and POS), not allow the HRA to be used for
more than the deductible, keep the FSA, increase employee contribution by 1%, keep the
employee focus group together and research further options for 2018, no disincentives outside of
plan design. Discussion. Motion Carried (4-1) with Maki opposed.
Bussey exited the meeting at this time.
Motion Pocernich, Coughtry to enter in and out of closed session pursuant to Wisconsin Statutes
§19.85(1)(c,e) for the purpose of
a. Approval of closed session minutes of October 1, 2016
b. Conduct other specified public business, whenever competitive or bargaining reasons
require a closed session, specifically to discuss strategy with regard to WPPA and Teamster
labor negotiations.
Motion Carried (4-0). Entered closed session at 5:24
Motion Maki, Pocernich to return to open session. Motion Carried.(4-0) Returned to open
session at 5:37pm.
Reports:
a. End of October payroll financial report: To be provided at the November 9 meeting.
b. Current position openings / recent positions filled: Family Specialist, Deputy Register of
Deeds, Casual Van Driver, PT Health Clerk, PT Clerk of Court.
c. Employee holiday party 11:30-1:30 on December 14.
The committee had a brief conversation on how to encourage employee input that will build trust
and understanding.
