HomeMy WebLinkAboutPersonnel Committee - Minutes - 7/6/2017Minutes of the Bayfield County Personnel Committee Meeting 4:30 PM, July 6, 2017 Emergency Operations Center (EOC), Bayfield County Annex, Washburn, WI Members Present: Brett Rondeau (4:40), William Bussey, Dennis Pocernich, Rachel Coughtry, Harold Maki, Shawn Miller (5:20pm) Others Present: Fred Strand. County Administrator Mark Abeles-Allison, Kristine Kavajecz- Assistant, Shawn Miller (5:20pm), Jeff Silbert (5:30pm), Jeremy Oswald (5:53pm) Meeting called to order at 4:30pm by Vice-Chair Bussey Public Comment: None received Approval of Minutes of April 13, 2017: Motion Pocernich, Coughtry to approve minutes of the April 13, 2017 Personnel Committee meeting. Motion Carried (4-0) Personnel Policy updates under review: a. Telecommuting: Abeles-Allison reviewed highlights of a proposed telecommuting pilot program. The committee provided both positive and negative input with regard to implementation of this type of program. Rondeau assumed oversight of the meeting at this time. A draft of the policy will be presented for discussion at the August meeting. Department Heads will be asked to review the draft policy and provide input on it’s anticipated impact on their respective department. b. End of employment: The proposed policy would not allow employees to utilize vacation time during their last 2 weeks of employment. The committee suggested that input be collected from employees on this topic. A draft of this policy will be provided for review at the August Committee meeting. c. Time off allotments for new employees: The Human Services Committee made a request that the county consider additional paid leave time for new employees upon hire. One suggestion was made to offer 1 vacation day upon hire, a second after 4 months, and a third after 7 months, then to follow the vacation schedule. A discussion was also held regarding the possible realignment of when vacation is allocated, being more generous at the beginning rather than the end of employment. It was also suggested that the county could consider a system where unused vacation can be paid out at the end of the year. It was also suggested that the county consider a PTO policy rather than separate sick, vacation and holiday allocations. A policy will be drafted, with options for the committee to consider on all suggestions that were made. Health Insurance Utilization Review: Loss ratio is up about 16% over the same period last year. There has also been an increase in the number of lives insured. Recruitment/Staffing Updates: Statistics were reviewed on the number of positions and applications that have been advertised and received so far in 2017. 2018 Staffing Requests and Plans: Postponed until the next meeting. Motion Pocernich, Maki to enter in and out of closed session pursuant to Wisconsin Statutes §19.85(1)(c, e ) for the purpose of: Approval of closed session minutes of April 13, 2017 and to deliberate or negotiate the purchase of public properties, the investing of public funds, or conduct other specified public business, whenever competitive or bargaining reasons require a closed session: WPPA negotiations and side letter and to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Performance and wages, Bayfield County Fair. Motion Carried (5-0) Motion Maki, Coughtry to return to open session. Motion Carried. Returned to open session at 5:38pm Reports: a. Financial Report (Personnel Costs). Analysis has shown that total payroll costs have increased approximately 1% each year for the past 5 years. A report was reviewed showing year-to-date personnel costs for the first half of the year in comparison with the same time period in 2016. The General Fund was status quo, while the Human Services and Highway costs has increased slightly. b. Personnel Update: Currently advertising for LPN/WIC Screener, PT Jailer, Social Worker, Surveyor. Meeting adjourned at 5:40pm Minutes respectfully submitted by Kristine Kavajecz
