HomeMy WebLinkAboutPersonnel Committee - Minutes - 11/2/2017Minutes of the Bayfield County Personnel Committee Meeting 4:30 PM, November 2, 2017 Emergency Operations Center (EOC), Bayfield County Annex, Washburn, WI Members Present: Brett Rondeau, Dennis Pocernich, Harold Maki, Bill Bussey, Rachel Coughtry Members Excused: Others Present: County Administrator Mark Abeles-Allison, Kristine Kavajecz-Assistant, Meeting called to order at 4:30pm by Chairman Rondeau Public Comment: None received Approval of Minutes of September 13, 2017: Motion Bussey, Pocenich to approve minutes of the September 13, 2017 Personnel Committee meeting. Motion Carried (5-0) Security Health Plan Health Insurance renewal for 2018 AND updates on the 2018 Teamster Health Insurance Policy: Bob St Arnold with Marsh & McLennan Agency joined the meeting by phone to explain the two Security Health Plan health insurance options available for the 2018 renewal. Option 1: No change to the existing plan, 10.1% premium increase Option 2: Additional out of pocket of $1,000 single, $2,000 EE+1 and Family, applicable to Rx only after the deductible is met, using a co-pay of $20,$40,$60, 25%. St Arnold explained that based on utilization history, 80% of the group would not be impacted by the introduction of Option 2. Motion Bussey, Pocernich to accept the 2.3% premium increase, with plan modification for Out of Pocket and Prescription Co-pays for 2018 and to research HSA options for 2019. Motion Carried (5-0) Abeles-Allison reported that the Teamster Health plan will go up 5% in 2018. Personnel policies under consideration including Light Duty and End of Employment: Continuing to gather comparable data from other counties on these policies. Also consulting with worker’s compensation and risk management professionals. 2018 Description Updates, Zoning and Human Services: Review of 3 job descriptions that are proposed to be modified in 2018. These job description modifications would not necessarily result in increased wages immediately, but would extend the number of steps that the impacted employees would have to reach the increased maximum wage. Motion Bussey, Maki to approve the 3 modified job descriptions as presented. Motion Carried (5-0) 2018 Pay Rates: Abeles-Allison explained that there are currently 3 separate wage schedules utilized by the county: General-non-represented employees; Highway Employees (Teamsters), WPPA represented employees. Teamster employees are not currently represented by the union, however, the group will be taking a certification vote in early 2018 to determine representation. In 2017, Teamsters were also not represented. They were given the option of remaining with the Teamster Health Plan, along with the CPI allowable wage increase, or going with the County’s Security Health Plan and be placed on the county wage schedule with all other employees. Teamsters indicated that they desired to remain with the Teamster Health Plan and accepted a .68% wage increase for 2017. In 2018, the CPI for wages would be 1.84%. It is not known at this point what the Teamster Health Insurance premiums will be. Motion Bussey, Pocernich to approve a .5% wage schedule adjustment and a 1.84% wage increase for Teamster employees. Motion Carried (5-0) Motion Maki, Coughtry to enter closed session pursuant to Wisconsin Statutes §19.85(1)(c) for discussion and possible action regarding employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility: A. Closed Session Minutes of September 13, 2017 B. Personnel Performance Issues Motion Carried (5-0) Entered Closed session at 5:28 pm. Motion Pocernich, Bussey to return to open session. Motion Carried (5-0 ) Returned to open session at 5:40pm. Reports: a. Personnel Financial Reports, first 10 months of 2017: Wage and benefit statistics for the first 10 months of the year were reviewed. General fund is up about $70,000 over the previous year. Human Services is up about $50,000 over the previous year and the Highway Department is about even with the previous year. Overall, these costs are up about 1% over the previous year. b. Health Insurance Utilization: current utilization statistics were not available c. New Staff Report / Review of recent hires and current position vacancies.
