Meeting called to order at 4:30pm by Chairman Rondeau
Public Comment: None received
Approval of Minutes of November 2, 2017: Motion Bussey, Maki to approve minutes of the
November 2, 2017 Personnel Committee meeting. Motion Carried (5-0)
Fully funded, Income Maintenance Staff in Human Services: The Northern Income
Maintenance Consortium is made up of 12 counties. There is funding available to pay for a full-
time staff person (5 in the region) for 2 years, with potential for continued funding. A resolution
was provided to the committee to authorize the hiring of an additional Economic Support Staff
position. It was also noted that if funding for the position is discontinued,
Motion Bussey, Coughtry to approve the hiring of a full-time position contingent upon approval
of the resolution by the County Board. Motion Carried (5-0)
Teamster Health Insurance Update Renewal: Highway Department Health and Dental
Insurance is through the Teamster Health Fund. Bayfield County Highway Department staff are
not currently represented, however, Teamster Health has agreed to allow them to continue under
the plan. The multiple Teamster Health Funds have merged into a single entity. In the past, there
was a single rate that applied to every highway department employee, regardless of other
coverage, and regardless of single or family status. With the merged health fund, separate single
and family coverage may be an option in the future. The county will need to make a
determination in the future on whether to stay with the current structure, or go with the tiered
plan. HRA contributions will also need to be considered.
Light Duty policy:
Motion Bussey, Coughtry to approve the light duty policy. Motion Carried (5-0)
Voluntary Dental Coverage: The committee reviewed the Voluntary Dental option being
considered for 2018.
Motion Maki, Coughtry to approve the Delta Dental Ultra Savings Plan. Motion Carried (5-0)
Reports:
a. Surveyor: A local surveyor will be contracted to provide part-time County Surveyor duties
until the Full-Time position can be filled. Wages for the Surveyor will be placed on the next
agenda for discussion.
b. Personnel Financial Reports, First 11 months of 2017: Personnel costs for the year are
about $60,000 over this time the previous year in the general fund. Human services is about
$45,000 over this time the previous year. Highway is about $45,000 over 2017. Overall,
wages and benefits are up less than 1% from the previous year, largely due to no increase in
health insurance premiums in 2017.
c. Health Insurance Utilization: As of July, the county was averaging 103% utilization. Our
health insurance broker will be present at the January meeting to discuss HRA and HSA.
Motion Maki, Pocernich to enter in and out of closed session pursuant to Wisconsin Statutes
§19.85(1)(c) for discussion and possible action regarding employment, promotion, compensation
or performance evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility:
