Members Present: Dee Kittleson; James Crandall; Thomas J. Gordon; Darrell Pendergrass; Betty
Braunstein; Carol Eder; Mike Sheehan; Connie Cogger; Karlan Williams
• Meeting was called to order at 1:00 p.m.
• Approval of minutes from June 5, 2006 Library Board Meeting: motion to accept the
minutes by Tom Gordon, seconded by Jim Crandall; motion carried.
• Discussion and Action on Bayfield County Library Reimbursement Plan:
o Darrell Pendergrass gave an overview of the reimbursement plan – noting that in
asking Bayfield County for 100-percent reimbursement for 2007 the libraries in
Bayfield County are actually asking for $55 less than in 2006. Total, the libraries
in Bayfield County are requesting a reimbursement of $165,110.
o Questions arose over why Red Cliff’s cost per circulation was as high as it is -
$14.53. Darrell said the costs were related in part to grants the Red Cliff library
received.
o Tom Gordon also questioned how Red Cliff counted their reimbursable patrons.
During discussion it was noted that Red Cliff counts any member of the Red Cliff
tribe as a local patron, regardless of residence. While claiming non-tribal
members as reimbursable, no matter residency. Which is different than non-tribal
libraries.
o Discussion also turned to reimbursable monies that could go to Ashland in 2008
with the passage of ACT 420. Tom Gordon asked if ACT 420 was related to the
airport annex – no, it isn’t.
o Approval of Bayfield County Library Reimbursement Plan: motion by Betty
Braunstein; seconded by Karlan Williams. Vote carried.
• Library Updates:
o Cable Library: Karlan Williams briefed the board on the status of the joint library
project between Cable and Namakagon. Summer reading program is going well.
o There were some questions about the Maintenance of Effort and how it relates to
Cable and with Namakagon concerning the joint library status. There wasn’t a
definitive answer given.
o Karlan Williams also said that to her knowledge the library’s name would remain
the same – Forest Lodge Library.
o And, Karlan said the library recently added new shelving that allows for a safer
and more easily accessible storage of materials.
o Iron River Library: Betty Braunstein briefed the board on the summer reading
program and specifically the Pre-Teen Press that is coming out around Blueberry
Festival time. The library worked with Mike Savage to put out that publication.
The Pre-Teen Press sold about $700 in advertising.
o The Iron River Library board has been working on its long-range plan and
bringing the basement up to code. And the board is in the process of re-applying
for USDA grants.
o Washburn Library: Darrell Pendergrass briefed the board on the library’s
installation of wireless.
o There was discussion about the slowness of the computer system relating to
NWLS, and the issue related to the limited bandwidth in regards to ‘wiring.’
o There was also discussion about ACT 420 and Bayfield County funding for
libraries as it relates to other counties.
o Discussion relating to county Long-Range Planning centered on what the purpose
of such planning would be, and who should a part of that work. Board members
Jim Crandall and Tom Gordon said they felt the libraries should be the main
proponents of the planning as their expertise was not with libraries. Once the
planning was the complete they would review the document and add their
opinions and constructive criticisms. No action or decisions were made regarding
planning. Although Aug. 14 was picked as a date to hold a working meeting
related to planning. Darrell Pendergrass said he would acquire the Bayfield
County Strategic/Long Range Plan and send it to the other library directors.
o There were questions raised as to what the real goal of the Bayfield County
Library Board is. Darrell Pendergrass said he would inquire as to whether
Bayfield County had a mission statement for the body.
