The meeting of the Bayfield County Library Committee was called to order
by Chair Mary Lintula at 2:30 pm. Those in attendance were: Dee Kittleson, County
Board Supervisor; Kristine Lendved, Forest Lodge Librarian; Linda Parker,
Committee Representative; Blair Nelson, Bayfield Librarian; Jim Crandall, County
Board Supervisor; Bill Sloan, Northern Waters Representative; Crystal Topping,
Red Cliff Librarian; Beverly Gaber, Committee Representative; Courtney Dietsche,
Iron River Librarian; Linda Hultman, Committee Representative; Kathy Wendling,
County Board Supervisor, Mark Abeles-Allison, County Administrator; and Dawn
Bellile, Deputy County Clerk. Absent were: Darrell Pendergrass and Suzanne
Widmar. Introductions were made again as changes have taken place. A quorum
was present to conduct business.
1. Public Comment: None.
2. Library Guest Presentation. Abeles-Allison introduced our guest
speaker, Larry Neal, past president of the Public Library Association and the
Director of the Clinton-Macomb Library in Clinton Township, MI. Neal stated that
he was very appreciative of receiving the invitation to speak to the Committee.
Neal spoke from a PowerPoint presentation via telephone-conference which was
very informative of the state libraries are in and how the internet is changing
libraries. Neal stated that e-books are new, but they haven’t replaced the hard
cover book, but has helped dramatically in out geographical areas where there
aren’t any libraries. Many people prefer printed books to so while moving forward
we are staying put as well. He also stated that reading to a child is always good for
the children and this doesn’t seem to have been replaced.
Neal spoke more on technology and its role in how library have embraced it. There
have been many changes, transitions and need to rise to the challenge. A report
was released and he has done work on a tool kit to help libraries determine what its
community needs are. People come to libraries learn, get news, skills, etc. You as
librarians know communities best and what they want.
Neal spoke about a program called “ConnectEd.” This program will help low
income families have electronic devices available to their children. Every child in
the school system will have electronic resources available to them through the
libraries. This program also helps makes sure that all children are getting the
necessary materials to start their reading skills early.

The American Library Association (ALA) is the center for future libraries.
He suggested that the Committee check into this to see how it could work for our
Bayfield County libraries.
Libraries Transformed. This is a program that brings awareness to the
community through their library. The more information available to you builds
awareness.
Lintula asked is this information could be sent to the Committee and Neal
stated that he would send it to Abeles-Allison.
The Committee discussed having rural libraries being able to attend
conferences. There are scholarships that can be looked at that might be able to
help out with expenses.
The Committee thanked Neal for his presentation.
3. Minutes from August 6, 2015 Library Committee Meeting. A
motion was made by Lendved/Sloan to adopt the minutes of the August 6,
2015 Library Committee Meeting. Discussion took place that minutes state
Kristine reported for the Iron River Library and it should be changed to the
Forest Lodge Library. The motion carried.
4. Discussion Reading 2016 County Budget Approvals and Fund
Distributions. Abeles-Allison went through items where the distributions would be
placed amongst Northern Waters and general libraries, showing the difference
would then go to the BSL Fund. These dollar amounts are based on home
addresses. Bayfield County is at 83.87% for paying out. The budget is approved
and the first of the year will be distributed. It was noted that Pendergrass takes
care of all of this.
5. Discussion on 2015 Building Strong Libraries Project Update and
Plans for 2016. Abeles-Allison gave an update on 2015 as follows:
a) Forest Lodge is done with harmony park;
b) Drummond purchased small I-pads, children are using;
c) Bayfield – should know about the Bremer Grant in the next few weeks;
d) Washburn – the windows are finished;
e) 2016 Forest Lodge – Media Lab, has not been started;
f) 2016 Drummond – window repair; starting in spring;
g) 2016 Bayfield – Shelving, working on;
h) 2016 Washburn – Samsung Galaxy Tablets – not yet;

6. Discussion Regarding Program Focus Areas for 2017, i.e.,
Technology Upgrades, BSL Program, etc.
Discussion took place on 2017 funds. Is there anything special regarding
BSL or any other priorities anyone is thinking of?
Discussion on the Guidelines. Supervisor Wendling informed the Committee
that regarding BSL, ran into a problem with wording in guidelines. They need to be
changed. Also, the second paragraph from top in guidelines needs to be changed;
something needs to be added as it doesn’t read right.
f) Considered and approved by Committee;
Set up costs for patron programming;
Capital equipment isn’t included in the formula. Research will be done on
guidelines so we will know what can be done.
A change for the guidelines would be to take off (e). Discussion took place
on this.
Language will be worked on and brought to the next meeting. Discussion.
Discussion also took place on being good stewards of the money as there are
county-wide needs.
E-Checks were discussed for the whole system not just on the county level.
Kittleson said they would discuss this at the next meeting at Northern Wates.
Technology and Broadband. Discussion took place on this matter. Any
upgrades have to be for all those using the system, not just Bayfield County.
Discussed whether this would even be possible. This will be checked into.
7. Library Updates. Supervisor Kittleson reported that Sherry
Machones is the new Director for Northern Waters. Machones will be starting
November 23rd. A brief background was given on her and it is anticipated that she
will be attending the January 28, Library Committee meeting.
Sloan left meeting at 3:30 pm.
Forest Lodge Library – had a wonderful Halloween event, craft day, trick or
treating, comedy event; would like this event to continue on. Looking at a new roof.
Drummond Library – going as usual – gave credit to Suzanne for writing
article for The Bottom Line newspaper. Artwork is being shown with Kudos to Mimi
Crandall for different exhibits.
Iron River – held the 8th annual pumpkin carving event; clothes for kids
drive. Still working on an expansion project.

Bayfield – Partnered with Big Water Film Festival on Friday and Saturday.
In September, Mayo Casanova; working on school and library for teens program.
Working on expansion on main floor and cataloging. There will not be a movie of
the month. Blair will send to Nancy who can spread out to Red Cliff. Teen Club:
Comicon had approximately 150 people attend; planning for next year as a 2 day
event hopefully at the school. Looking at having a Star Wars Lego week in
December and also go see movie.
Red Cliff – Updated about the Native American Collection. Donations are
from the U of M. Looking at holding a language class with elders. The reading
group at school went very well.
8. Next Meeting: January 28, 2016 @ 2:30 pm. Establish criteria
for BSL. Abeles-Allison will look into a faster internet service.
There being no further business to come before the Bayfield County Library
Committee, a motion was made by Linda/Bev to adjourn. The meeting
adjourned at 4:00 p.m.
