HomeMy WebLinkAboutLibrary Committee - Minutes - 8/26/20161 The meeting of the Bayfield County Library Committee was called to order by Chair Mary Lintula at 3:00 pm. Those in attendance were: James Crandall, County Board Supervisor; Jeremy Oswald, County Board Supervisor; Rachel Coughtry, County Board Supervisor; Darrell Pendergrass, Washburn Public Library Librarian; Suzanne Widmar, Drummond Public Librarian; Kristine Lendved, Forest Lodge Librarian; Mark Abeles-Allison, County Administrator; and Dawn Bellile, Deputy County Clerk. Those absent were: Blair Nelson, Bayfield Librarian; Richard Compton, Committee Representative; Beverly Gaber, Committee Representative; Courtney Dietsche, Iron River Librarian; Linda Hultman, Iron River Committee Representative; Mike Sheehan, Northern Waters Representative. A quorum was not present, however it was decided to still meet and keep everyone informed as to what has been taking place. . 1. Public Comment: None. 2. Minutes of May 13, 2016 Library Committee. Not a quorum to vote. 3. Review Status of 2016 BSL Projects: The Librarians went over the list of 2016 projects with the Committee. All of the projects have either neared completion or are complete. 4. Discussion and Possible action on 2017 BSL Submittals. Abeles-Allison furnished the Committee with a list of BSL submittals for 2017, which are listed below. Library Total Local County Iron River $31,830.00 $8,000.00 $23,803.00 Project Description: 29 Bookshelves, 36”x72” high Iron River isn’t here to present their request. Their request is the largest and they have also requested the remaining funds, if any, be made available to them as well. They have donations from both the community and a friend of the library who donated a significant amount. The 2nd request would be to help with a 200,000 sq. ft. addition. Discussion that Iron River could possibly have the additional $7,000 provided their donations would match. Drummond/Forest Lodge $ 2,544.00 $ 636.00 $ 1,908.00 Project Description: Disc Repair Machine The Drummond/Cable Libraries are asking for funding to purchase a disc repair machine that will help both libraries. Drummond will do the actual cleaning of discs and Cable will purchase the extra supplies that are needed for disc cleaning. Washburn – does not have any request this year. Bayfield Library $ 5,290.00 $ 1,323.00 $ 3,968.00 Project Description: 10 Tables, 4 shelves, 1 rectangular work table, 1 café style table, 2 chairs. Total for Projects: $39,664.00 $ 9,958.00 $29,705.00 Available Funds $36,852.00 Abeles-Allison reported that the requests were gone over. Bayfield County has $36,852.00 available. There would be approximately $7,000 left over, which is what Iron River is requesting for their addition. Discussion took place on how the funding is arrived at and distributed. 5. Bayfield County Library Updates: Washburn – Darrell reported that the Vaughn Library asked if Bayfield County would fund the Vaughn Library at the same rate. He stated he would share this request. He reported on Brownstone Days where by root beer floats were given away. They have had sad news, Grandma Carol, who read to the children every week at the library, passed away unexpectedly. He shared this news on Facebook, and there were approximately 6,000 replies from people. Drummond – reported that there isn’t a lot going on right now. They have discussed buying a gaming system for the kids for after school programs at the library. They are in the process of describing themselves as a “visitor’s center.” After the bad weather we have had, they were the “go to place” for information. Forest Lodge – A new program will be starting called “Voice of the Night” which is an adult story time. Also noted that water test kits have been distributed by the Bayfield County Health Department and made available at the library for the community to pick up. 6. Legislative Updates: Abeles-Allison reported that emergency declarations were made for public assistance for both the July 11 and 21 disasters. He stated that the Federal Emergency Mgmt. Agency (FEMA) declared a major disaster for the State of Wisconsin. This declaration makes federal funding available to state, eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the July 11-12 storms. He further stated that the libraries can apply for the FEMA Public Assistance Program by Sept. 8, 2017. The libraries weren’t aware of this and Abeles-Allison stated that he would send this information out to them. 3 7. Northern Waters Library Update: Mike Sheehan was present to share with the Committee changes that have taken place at Northern Waters. The office manager retired after 35 years, they have 2 directors leaving the end of 2016. Sheehan reported that Northern Waters is also asking for a 1% increase from what was requested in 2016, that being $1,469. Sheehan also touched base on issues that have gone to legislation, particularly the bill the Governor signed to assist return of library materials. He stated that approximately more than 3 million dollars’ worth of taxpayer-owned library materials are simply not being returned to our public libraries each year, despite months of repeated notices and calls from library staff. Discussion took place on how hard it is for libraries to collect items borrowed. It was thought that perhaps 1 or 2 days each year could be designated as a “day of forgiveness” if you will, to have items brought back with no charge and nothing said. It was suggested to put this on a future agenda item for further discussion. Sheehan also reported on the Public Library System Redesign Project with Phase I being a comprehensive plan, gathering data and goals. Phase II would be meeting and developing models in the State. The goal now is to develop different models that will be presented at the WLA Conference in Milwaukee. Phase III is to have models ready to present to legislature in 2017. 8. Vaughn Library Updates. Coughtry reported that the space where the library is situated is not the best as there is much vandalism and they have security issues. There are offices upstairs which rent space which may be moving. She is encouraging the Vaughn Board to think ahead and to reach out instead of punishing by creating a special place where everyone can meet. Discussion on what could possibly be done for the library. 9. Next Meeting: Thurs., January 19th @ 4 p.m. There being no further business to come before the Bayfield County Library Committee, Lintula adjourned the meeting at 4:15 p.m. Respectfully submitted, Dawn M.
