The meeting of the Bayfield County Library Committee was called to order by Mary Lintula at
4:00 pm. Those in attendance were: Mary Lintula, Drummond Public Library, Jeremy Oswald,
County Board Supervisor; James Crandall, County Board Supervisor; Rachel Coughtry, County
Board Supervisor, Bill Sloan, Northern Waters Representative, Linda Parker, Cable Forest
Lodge Library, Linda Hultman, Iron River,
Others attending: Kristine Lendved, Forest Lodge Librarian; Courtney Dietsche, Iron River
Librarian; Mike Sheehan, Northern Waters Representative; Darrell Pendergrass, Washburn
Public Library Librarian; and Mark Abeles-Allison, Bayfield County Administrator.
A quorum was present at 4:00pm.
Item 2: No public comment was made.
Item 3: Crandall made the motion to approved the minutes and notes of the May 13 and
August 26, 2016 minutes, seconded by Sloan. Motion carried.
Item 4: 2018 Reimbursement Plan
Pendergrass presented the Bayfield County Library Reimbursement Plan for 2018. He noted
several changes that had been made. The report requests 100% reimbursement. The 2018
reimbursement request calculation is $243,753.20; this is up approximately $19,000 over 2017.
2016 utilization was 59,318 down 400 circulations from 2015.
Actual contribution by the county was $187,590 in 2017, the same amount since 2009. This is
approximately 77% if continued in 2018 (State requires minimum contribution of 70%). The
county has contributed up to 100% however if adding the Building Strong Libraries program.
Sloan inquiring about whether the current allocation is adequate? Comments about the BSL
program being used for new construction, windows, technology, music spoke positively about
the supplemental funds. Library impacts on the greater community were discussed.
Crandall made the motion to approve the corrected Reimbursement Report for 2018,
seconded by Owald. Motion carried.
Continued discussion followed regarding request for legislative action on funding formula.
Consideration of more flexibility, allowing negotiations between the municipality/county and
library was discussed. Sheehan discussed current legislative activity. No action taken now as
a clear action was not apparent.

Item 5. The current 3-year library plan is good through 2018. The committee reviewed needed
updates and agreed to revisit and complete at the August 2017 meeting. The following topics
were discussed:
• Updates in the WISCAT section, update to SHAREIT.
• Updates to Overdrive section
• Duplicated Worldcat sentence
• Review of top priorities section / updates needed.
• Maintain as oppose to create capital program
• Change Objective 4 to online category
• Note Bayfield County Library Committee reports to the County Board
• Strengths to include BSL
Lintula postponed action until the August meeting.
Item 6: The 2018 BSL Plan was reviewed.
No changes to the criteria were proposed.
An inquiry about engineering fees was made. As part of a construction project engineering is
allowed, general planning / feasibility that does not result in construction are not allowed.
Discussion regarding use of funds for broadband speed upgrades county wide were reviewed.
Northern Waters will update the committee at the August meeting as several upgrades are
already underway. Discussion regarding wireless and hard wired systems was heard.
Discussion regarding whether participation / attendance at Library Committee meetings should
be a criterion for funds. No action taken.
Crandall made the motion to approve the 2018 BSL Plan with August 3, 2017 as the due
date for 2018 project submittals. The Committee will meet on Friday, August 18 at 4pm
to rank and recommend projects for 2018, seconded by Owald. Motion carried.
Item 7: 2017 BSL projects were reviewed.
• Iron River Library Addition, scheduled for construction this summer
• Drummond/Cable projects: Media disc repair kit is in place, with repairs of damaged
discs completed also.
• Bayfield: Tables and furniture, in progress.
Item 8: Library Updates:
• Iron River
o Bids will be opened in June, on schedule to complete by end of year.
o Fundraising is going well

• Drummond: Library
o Reading challenge and Read A Book programs underway.
o Disc repair machine, New Art Show is being prepared by June.
• Washburn: Excited about the Walk with Keezi program, utube sensation, plans to show
this during the summer.
• Cable:
o Aging mastery program is underway with lectures on elder issues in concert with
ADRC and National Council on Aging.
• Vaughn Ashland:
o Continuing to work on doing away with fines. Plan is for fines to go to specific
causes to make library less reliant. $6,000 collected annually, concern is that
those with fines cannot access library. Discussion regarding fines going to
farmers market in the summer and toys for tots in the winter.
• Northern Waters:
o Reported on recent study involving fines, showed that fines did not lead to more
prompt return of books.
o Northern Waters meeting with Libraries to update Library Plans. Bayfield County
is in good shape
o 2017 funding request for NW was $36,475, Board to meet to set 2018 amount.
o Funding questions about Federal allocations and impact on Mail A Book, Collection
Development Grants, Rural Book Drops.
o Shared handout on impact of loss of IMLS funds on grants to libraries, ancestry,
novel, Overdrive, etc.
o Shared an update on the Public Library System Redesign Project.
Next meeting confirmed for August 18 at 4:00pm
