1. Call to Order. The meeting of the Bayfield County Library Committee was called to
order by Mary Lintula at 4:00 pm. Those in attendance were: Mary Lintula, Drummond Public Library,
James Crandall, County Board Supervisor; Thomas Snilsberg, County Board Supervisor; Alyssa Cleland,
Northern Waters Representative; Linda Parker, Cable Forest Lodge Library; Linda Hultman, Iron River
and Jacqueline Pooler, Evelyn Goldberg Goldberg Briggs Memorial Library, Iron River; Kristine Lendved,
Forest Lodge Librarian; Darrell Pendergrass, and Bill Sloan (Via telephone). Jeremy Oswald, County
Board Supervisor, Richard Compton, Bayfield Library and Beverly Gaber, Washburn Library were
absent. Also present were Mark Abeles-Allison, Bayfield County Administrator and Dawn Bellile, Deputy
County Clerk. A quorum was present to conduct business. Introductions were made since new members
of the County Board had become a part of the Library Committee.
2. Public Comment. None.
3. Election of Library Committee Chair and Vice-Chair.
Chair: Crandall nominated Mary Lintula as Chair. Lintula asked 2 more times for further
nominations. There not being any, Crandall/Snilsberg made a motion to cast a unanimous ballot for
Mary Lintula as the Library Committee Chair. The motion carried.
Vice-Chair: Crandall nominated Snilsberg as Vice-Chair. Lintula asked 2 more times for further
nominations. There not being any, Crandall/Parker made a motion to cast a unanimous ballot for
Thomas Snilsberg as the Library Committee Vice-Chair. The motion carried.
4. Approval of January 25, 2018, Library Committee Minutes. A motion was made
Sloan/Parker to adopt the Minutes of the January 25, 2018 Library Committee Meeting. Discussion
that Oswald and Nelson were not at the meeting as listed. The motion carried noting Oswald and
Nelson were not in attendance at that meeting.
5. Discussion and Possible Action Regarding 2019 Bayfield County Library Reimbursement
Plan. Pendergrass spoke on this topic. The libraries always ask for 100%, which would be $255,856.87,
Pendergrass further explained how the reimbursement fees are arrived at, i.e., circulation
reimbursement, cost per circulation. The 2019 likely reimbursements that the Board will reimburse are
as follows:
Bayfield $86,752.26
Cable $ 6,508.29
Drummond $16,567.40
Iron River $28,451.78
Washburn $49,309.88

Cleland also commented on the reimbursement rate and the BLS (Building Strong Library
Grant) that the County has started. A brief discussion took place on what has been purchased with
the BLS monies over the years. It was also noted that if the funds are not used by the libraries it
stays in the fund and is not levied.
Since the Committee has new members, Abeles-Allison asked the Chair if Cleland and
Pendergrass could give an update on the 2019 Bayfield County Library Reimbursement Plan, at which
time they did. Discussion took place on the good the Building Strong Library Plan has done for the
library and how grateful they libraries are for this program.
Discussion took place regarding how with the federal funding possibly in jeopardy at the State
level, Wisconsin libraries may be forced to budget general operating funds to cover additional
delivery costs, as well as pay for some needed databases, thereby reducing monies available for
collection development, programming, salaries and other essential library expenses. By increasing its
reimbursement the County would offset some of these likely deficits.
A motion was made by Parker/Crandall to receive and place on file the Building Strong
Library Plan. The motion carried.
6. Review BSL 2018 Project Status.
Washburn: Pendergrass stated they are going to automatic doors on the outside of the
building. They will also be putting hand-rails up the sidewalk coordinating with the City by
cutting part of the curb. There also needs to be a pad at the top of the incline. It is his hope
that everything will be done by the end of November.
Bayfield: Abeles-Allison reported on Nelson’s behalf. The picture bookshelving outstanding
and pictures will come shortly.
7. Discussion and Possible Action on BSL 2019 Plan, Amounts, Dates. Abeles-Allison
went over what these funds can be used for. Which can be found on Page 2-a-h of the booklet. It was
asked if anyone had a project that fell into any of these categories and no one did. The project
submittal deadlines were discussed and noted that August 2, 2018 is the due date for BSL applications.
The Committee will review the applications on August 16, 2018 at 4:00 p.m. and decide on projects. It
was stressed that a quorum will be needed to approve the BSL applications.
A motion was made by Parker/Sloan to approve the 2019 Building Strong Library Plan.
The motion carried.
8. Update on the Progress of Re-establishing the Red Cliff Library. Cleland reported
that there are no official updates and that they have been in contact with the DPI as well.
9. Library Reports:
a) Northern Waters: Cleland informed the Committee that they are hiring a new
aisle-less person. The PLSR is nearing the end. We will know the outcomes of these in August.
b) County Libraries:
Drummond – Widmar reported that they remodeled the meeting room into a
cooking area and have held cooking classes that have been well attended. They have had a number of

people express the willingness to help in this area as well. The kindergarten, 1st and 2nd grade classes
come down to the library every week. We are trying to get kids to understand what a library is all
about.
Forest Lodge – Lendved reported that they have interviewed architects,
construction firms and they visited libraries in Eagle River, Iron River and Ely. They are leaning
towards a construction management program and hoping to have Interview Committee meet soon on
how to proceed. A couple of other things coming up: The filmmaker who made the “Cheesehead
Documentary” will be at the Community Center on June 22nd and we will be hosting a “Reading Carnival”
on July 6th .
Washburn – Pendergrass reported their Board had a tuck pointing inspector
come to look at the Library. We know the building is in need of tuckpointing, but needed to know
more details. This person will tell us if we can do it in phases since we are on the Historical Buildings
list. The pillars are also starting to deteriorate and will have to be looked at. We have a new website.
The Easter egg hunt was a big hit as always – it literally lasts 1 minute! Pendergrass also reported
that he goes to the The Oaks every month to read to the residents – it is good for himself and those
that attend.
Iron River – Pooler discussed the summer reading program. They had
approximately 2,600 books in the basement that were part of a series, which they have now found a
place for upstairs. They will be having an Open House on Thursday, June 21st from 4-6 p.m.
Northern Waters – No Report.
c) Library News: northern Waters updated the internet speeds through
Badgernet.
Crandall visited a library in conneticut, rooms restricted just to teens of a certain age. No adults,
etc. this might be an interesting concept for us to consider.
August 16th nexgt meeting.
