Call to Order and Introductions
Nedden-Durst called the meeting to order at 3:01 p.m. Introductions were made.
Approval of the January 24, 2011 Minutes
Motion made by Gordon to approve the January 24, 2011 minutes. Seconded by Gilles, motion
carried.
Medicare Saving Program Presentation-Elderly Benefit Specialist, Sheila Mack
Handouts distributed. Sheila Mack, Elderly Benefit Specialist, presented a brief overview of the
Medicare Savings Programs and Part-D Low Income Subsidies. Changes to Senior Care will impact
seniors but at this time it is unclear how seniors will be affected. Sheila noted that seniors should
check their Part D plan every year to be sure it still meets their needs. The annual enrollment period
for Part D is October 15-December 7, 2011.
Elderly Nutrition Program Assessment-Review
Linder reviewed the 2010-2012 Area Agency on Aging Assessment for Elderly Nutrition Programs
and the January 10, 2011 Letter from Pam VanKampen following up on the on-site review of the
Bayfield County Elderly Nutrition Program. Recommendations were discussed.
Consideration for Approval – Aging Unit Self-Assessment
Linder reviewed the Bureau of Aging and Disability Resources Aging Unit Self-Assessment for 2010.
Linder will verify information included on Page 2 regarding the year the first term began for committee
members. A typo on a date on Page 4 will be corrected. Beth Meyers, CORE, noted that CORE
would like to be involved more advocating for seniors as noted on Page 3. Nedden-Durst suggested
that Linder may want to contact Bob Olsgard, Transportation Coordinator at North Country
Independent Living regarding the Transportation Coordination Goal on Page 4.
Motion made by Gordon to approve the Aging Unit Self-Assessment with corrections noted.
Seconded by Gilles, motion carried.

Consideration for Approval – National Family Caregiver Support Program Self-Assessment
Linder briefly reviewed the National Family Caregiver Support Program Self-Assessment information.
Motion made by Gilles to approve the National Family Caregiver Support Program Self-Assessment.
Seconded by Gordon, motion carried.
Consideration for Approval – COP Exceptional Expenditures
None presented at this time.
Consideration for Approval – COP Expenditure Variances
None presented at this time.
ADRC Updates
A. Review of ADRC of the North
Linder provided information regarding a physical plant survey and a program/systems review of the
ADRC of the North conducted in 2010. Both surveys included positive feedback on ADRC operations
even though the ADRC was in its early stages of development.
B. Disability Benefit Specialist (DBS) – Reclassification
Jamie Mackin, Disability Benefit Specialist has requested a reclassification to a Level 2. Because he
is an employee of Bayfield County and his position is funded through the regional ADRC of the North,
approval is required from the ADRC – N Governing Board. Linder has reviewed the request and is
recommending its approval.
C. Disability Benefit Specialist (DBS) – Additional Position
A proposal was brought before the ADRC Management Team to hire another DBS position in 2012.
The current DBS is close to reaching capacity and funds are currently available in the regional budget
to support this position. The proposal has been tabled until more information is available on
Governor Walker’s 2011 – 2013 Budget Bill, but may be brought forward for further consideration in
the future.
Informational Items
A. Budget Repair Bill-Potential Effect on Aging and Disability Programs
Concerns include: the requirement that Senior Care recipients apply for Medicare Part D to establish
eligibility; the implementation of waiting lists for Family Care; the elimination of county administered
Income Maintenance and centralized administration of these services. There may be other changes
that have not yet been identified.
